Economic Importance of Tourism <strong>in</strong><br />
Slovenia <strong>in</strong> <strong>2003</strong> and Extrapolation<br />
of trends to 2006 (us<strong>in</strong>g the TSA<br />
methodology) - English Summary<br />
In 2006, global tourism produced over EUR 585 billion <strong>in</strong> revenue and employed approximately<br />
255 million people worldwide. It accounted for a 35% share of global service exports and between<br />
7–8% of global exports of goods. In more than 80% of nations across the world, tourism has<br />
become one of the top five <strong>in</strong>dustries.<br />
Slovenian tourism is no exception to these general trends and has become one of the most<br />
important sectors of the national economy. However, statistical analysis of tourism, i.e. its size,<br />
features and importance, rema<strong>in</strong>s a highly complex task due to its specific nature.<br />
The key specificity of tourism is the fact that it consists of bundles of products and services<br />
that share the fact of be<strong>in</strong>g consumed by tourists (before, dur<strong>in</strong>g or after a trip). Thus, tourism<br />
represents a demand-based based phenomenon, rather than be<strong>in</strong>g production-based, as <strong>in</strong><br />
any other <strong>in</strong>dustry.<br />
The Tourism Satellite Accounts Methodology (TSA methodology) was developed by the UN,<br />
OECD, UNWTO and Eurostat to improve the statistical coverage of tourism. It is one of the<br />
most comprehensive approaches to statistical analysis of the economic importance of tourism<br />
with<strong>in</strong> a national economy. TSA is directly l<strong>in</strong>ked to the national accounts of the entire economy<br />
and represents a special vehicle used for a more detailed and comprehensive overview of the<br />
tourism sector. The TSA methodology consists of a number of precisely def<strong>in</strong>ed concepts;<br />
however, it allows the statistician some necessary autonomy with regard to each country’s<br />
specifics while provid<strong>in</strong>g for the <strong>in</strong>ternational comparability of results. The core of TSA is 10<br />
TSA tables represent<strong>in</strong>g different aspects of tourist demand (mostly TSA Tables 1–4) and supply<br />
(mostly TSA Tables 5 and 6).<br />
TSA allows: 1) compilation of a coherent and realistic statistical overview of tourism on the<br />
level of the national economy; 2) assessment of the economic importance of tourism for the<br />
national economy, primarily via measur<strong>in</strong>g tourism’s share <strong>in</strong> total GDP and value added of the<br />
respective economy; 3) assessment of the <strong>in</strong>direct impact of tourism on other sectors of the<br />
national economy; 4) assessment of the importance of tourism for employment creation and<br />
labour market function<strong>in</strong>g; and, f<strong>in</strong>ally, 5) <strong>in</strong>ternational comparison of the results.<br />
The follow<strong>in</strong>g document is the f<strong>in</strong>al product of a project carried out by the Institute for<br />
Socioeconomic and Bus<strong>in</strong>ess Evaluations at the Faculty of Economics, University of Ljubljana,<br />
and coord<strong>in</strong>ated by the Tourism Directorate at the M<strong>in</strong>istry of the Economy of the Republic<br />
of Slovenia. The primary aim of the project “Estimat<strong>in</strong>g the economic impacts of tourism <strong>in</strong><br />
Slovenia <strong>in</strong> <strong>2003</strong> and extrapolation of trends to 2006 us<strong>in</strong>g the TSA methodology” is to estimate<br />
the key economic aggregates describ<strong>in</strong>g the size and importance of tourism for the Slovenian<br />
economy and establish a basis for relevant <strong>in</strong>ternational comparisons.<br />
Slovenia already has experience with TSA methodology, which was first implemented to estimate<br />
the impacts of tourism <strong>in</strong> 2000. However, <strong>in</strong> this project the authors have significantly upgraded the<br />
methodology used <strong>in</strong> the TSA for Slovenia <strong>in</strong> 2000 and completely aligned it with the TSA Recommended<br />
Methodological Framework, thus establish<strong>in</strong>g the foundation for realistic <strong>in</strong>terperiodical and<br />
<strong>in</strong>ternational comparisons <strong>in</strong> all areas covered by the <strong>in</strong>ternational TSA methodology.
