tHe coMBined/interModAL trAnSPort in PoLAnd in 1993–2009<br />

Summary<br />

When the transport system in Poland has to be developed in accordance with the<br />

principles of the sustainable development and the principles of the sustainable moving, it<br />

is necessary to implement the complex means to promote the combine transport in Poland.<br />

The creation of the complex and coherent packages covering the organization, administrative<br />

and finance-economical instruments promoting the development of the combined/inter-modal<br />

transport seems to be expedient and justifiable.<br />

There is a need to stress here that the promoting of the combined transport brings<br />

together the measurable social benefits in the macro scale. The dislocation of a part of<br />

international road carriages for the combined/intermodal transport may have an essential<br />

influence on the reduction of the negative external results of the road transport to a natural<br />

environment and health and life of people. The “net” benefits (i.e. reduction of external<br />

transport costs) origin from shifting of 1 mln tones from the road transport into<br />

the railway-road inter-modal transport (in the carriages for a distance of 1000 km), i.e.<br />

considering the lost values of the budget incomes can be estimated for 69 mln PLN.<br />

Until the full internalization of the external (transport) costs is executed, the strategic<br />

connections in the transport system shall be financially supported by the state, however<br />

this support should be relied on the covering of a difference between the costs and<br />

incomes at the beginning phase of new and strategic connections to be implemented basic<br />

on the projects represented by transport operators and accepted in terms of the opportunities<br />

to grant a donation.<br />
