Abstract<br />

ThisisaPh.D.thesisentitled:“SelectionandAssignmentCriteriaintheDanishBuildingSector”.Itis<br />

thedocumentationof3½yearsworkcarriedoutatDepartmentofMechanicalandManufacturing<br />

EngineeringatAalborgUniversity.ThethesishasbeensubmittedtoTheFacultiesofEngineeringand<br />

ScienceatAalborgUniversityinpartialfulfillmentofrequirementsfortheDegreeofDoctorofPhilos<br />

ophy.<br />

TheDanishbuildingsectorhasduringseveralyearsbeenseverelycriticizedbecauseofmanymistakes<br />

inconstructionsandbecausethedevelopmentwithinconstructiondoesnottakeplaceasquicklyasin<br />

othertrades.Thethesislooksattheopportunitytomaketheselectionsandtheassignmentproce<br />

duremoreeffectiveintheDanishbuildingsectorbyusingcriteriaaspersonalcompetenciesliketech<br />

nicalcompetencies,interpersonalskillsandsocialcompetencies.<br />

Asastartinterviewsweremadetoexplainwhatwishesthebuildingsectorhastohowanidealbuild<br />

ingprojectteamlooks;managementtheorydescribeshowanidealprojectteamlooksandthere<br />

quirementstoteammemberswhenaneffectiveteamisrequired.<br />

Both in Denmark and in EU a law is in force today concerning selection and assignment. This is in<br />

force,iftheownerisapublicowner.Thereforethelegislationontheareaisexamined.<br />

Themanagementpartandthelegislationpartiscomplementwithfourpracticalcases.Aninvestiga<br />

tionismadeofhowmanycaseshavebeenpresentedattheDanishComplaintsBoardforSupplyand<br />

the main problems these cases involve. Three actual cases from the Danish Complaints Board for<br />

Supplyarescrutinizedforwhatwentwrongandhowitcouldhavebeenprevent.Theconstructionof<br />

adistrictheatingstationhasbeenfollowed,anditisdescribedhowtheselectionandassignmenthas<br />

been done in practice. The last practical case is a tender process for a building owner consultancy<br />

wherepersonalcompetenciesforselectionandassignmentareusedinpractice.<br />

Thementionedareasareanalyse<strong>dan</strong>dfinallycomparedwithasecondinterview.Inthatinterviewthe<br />

partiesfromtheDanishbuildingsectorhavebeenpresentedfortheideasfromtheanalysedareas.<br />

Theconclusionisthatthereisaindicationof:youcanputt<strong>og</strong>etherabuildingteam,whichismore<br />

effectivethantheoneyouusetodaybyusingselectionandassignmentcriteriasuchaspersonalcom<br />

petenciesliketechnicalcompetencies,interpersonalskillsandsocialcompetencies.<br />

Subsequentlyaproposalfor:“Gui<strong>dan</strong>ce–RecommendationforBuildingOwneratselectionandas<br />

signmentforBuildingProjects.”hasbeenprepared.Examplesforuseinpracticecanbefoundinthis.
