Da die Fluglinien sich somit nicht darauf verlassen können, dass die<br />
derzeit verfügbaren Biokraftstoffe tatsächlich nachhaltig pro duziert<br />
wurden, bleiben sie im Zweifel bei konventionellen Kraft stoffen zumal<br />
eine falsche Deklarierung die Gefahr eines erheblichen Imageschadens<br />
für sie birgt. Das Bauhaus Luftfahrt untersuchte daher<br />
Möglichkeiten, wie die Airlines selbst Verantwortung für die Lieferkette<br />
übernehmen können. Zum einen könnten sie die bestehenden<br />
Zertifizierungssysteme weiterentwickeln, bei spielsweise durch die<br />
Schaffung einheitlicher Standards und Auswahlverfahren. Pa r allel<br />
dazu müssten die Zwischenlieferanten durch Schulungsmaßnahmen,<br />
Best Practices und Pilot-Projekte in ih rer Entwicklung unterstützt<br />
werden. Sobald tragfähige Strukturen und Verfahrens abläufe<br />
entstanden sind, könnten die Fluglinien sich dann wieder schrittweise<br />
zurückziehen und sich auf eine koordinie rende Rolle beschränken.<br />
Auch der Einfluss der Politik wurde vom Bauhaus Luftfahrt untersucht.<br />
Sie könnte die Verbesserung der Prozesse unterstützen,<br />
indem sie einheitliche Anreiz- und Kontrollmechanismen für die<br />
nachhaltige Produktion definiert und in bi- beziehungsweise multilaterale<br />
Handelsabkommen integriert. Eine Stabilisierung der Rahmenbedingungen<br />
für den Import von Biomasse würde zur Ausweitung<br />
der Produktion beitragen. Somit könnte eine privatwirtschaftliche<br />
Initiative mit staatlicher Flankierung die Entwicklung eines<br />
ökonomisch, ökologisch und sozial nachhaltigen Biokerosinmarktes<br />
effektiv vorantreiben. In einem nächsten Schritt soll dieses Konzept<br />
am Beispiel weniger Länder detailliert untersucht werden.<br />
Hence, airlines eager to make use of biofuels currently cannot rely<br />
on the fact that available biofuels have been produced in a sustainable<br />
way. As a consequence, they might continue using conventional<br />
fuels in order to avoid incorrect certification, which could<br />
cause severe damage to an airline’s public image. Thus, Bauhaus<br />
Luftfahrt has analysed different approaches in which airlines could<br />
take responsibility for the entire supply chain. On the one hand,<br />
they could contribute to further developing certification schemes ,<br />
especially by implementing common standards and selection criteria.<br />
On the other hand, they could assist supply chain actors by<br />
offering support and training measures, establishing best prac tices<br />
and conducting pilot projects. As soon as stable structu res and<br />
procedures are established and working well, airlines could withdraw<br />
gradually from these upstream process steps and confine<br />
themselves to a coordinating role.<br />
Influences by government policy have also been part of Bauhaus<br />
Luftfahrt’s analysis. Policy-makers could support the process<br />
by defining common incentive and control mechanisms for sustainable<br />
production and by ensuring that these are aligned with bilateral<br />
or multilateral trade agreements. A stable environment for the<br />
import of biofuels would play an important role for the expansion<br />
of production. In sum, a private initiative supported by appropriate<br />
government policy can effectively spur the development of an economically,<br />
ecologically and socially sustainable biofuel market. As<br />
a next step, Bauhaus Luftfahrt aims to focus analyses of such concepts<br />
on a small sample of countries.<br />
