Street Artists in Europe<br />

The consultant team has carried out an assessment of the situation of street artists in Europe by<br />

considering the terms of references of the present call and on the basis of the collected data and<br />

in conformity with the pre-defined criteria in the evaluative questions.<br />

Once the data-gathering phase has been concluded, a key action leading to the final report was<br />

the validation of the available data coming from different sources.<br />

The study is based on a relative extensive reliance on existing information and data produced, at<br />

European and local levels. A certain attention was given to the validation of quantitative data,<br />

from non-EC sources, when estimated pertinent.<br />

Information coming from primary sources (in the form of interviews or questionnaires) has been<br />

examined taking into consideration the socio-political context of the interviewed person,<br />

previous to drawing any final conclusion.<br />

On the basis of the standard evaluation sheet indicators or describers were looked at, sources of<br />

information validated and intermediate results of the analysis produced: focus groups reports,<br />

political and strategic suggestions.<br />

1.2.1.4. Phase 4: Synthesis and recommendations<br />

The last phase was targeting at:<br />

• Detecting and identifying problems, as well as good practices;<br />

• Pinpointing the strengths and weaknesses of the sector;<br />

• Drawing conclusions from the analysis in a final report;<br />

• Formulating, based on these conclusions, policy and operational recommendations that<br />

can be applied in the very short term to remedy the weaknesses identified and improve<br />

the situation;<br />

• Making strategic recommendations that will render it possible in the longer term to<br />

strengthen the forms of artistic expression that are still vulnerable.<br />

The work involved in the study (the questionnaires and interviews, the observation of facts, the<br />

detection and verification of the issues, the recording and validation of the answers, the tests, the<br />

written and oral report) was carried out with rigor and precision, objectivity and clarity,<br />

discretion and confidentiality, transparency and quality.<br />

1.3. Documents and techniques used in data collection<br />

• The primary data was collected by means of a questionnaire sent to the partners and<br />

resource persons of the street arts networks in Europe.<br />

• A panel of information source persons was selected depending on the first census carried<br />

out in the pre-survey. The questionnaire was drafted and tested on a panel of resource<br />

persons and information source persons in the different countries, then sent by regular<br />

mail or e-mail to the directors of structures and festivals and to the professional milieu of<br />

street arts.<br />
