achieve this goal has spawned various<br />

youth groups determined to use violence<br />

to claim a share of the wealth they believe<br />

to be theirs by right. As shown in chapter<br />

one, the revenue allocation system has been<br />

contentious, with the oil-producing states<br />

shortchanged since the beginning of military<br />

rule. Successive governments progressively<br />

reduced the derivation percentage<br />

from 50 per cent until it was zero during<br />

the military era.<br />
