The GDI rankings for the <strong>Niger</strong> <strong>Delta</strong><br />
localities suggest they have done well overall.<br />
As with the HDI and HPI-1, however, the<br />
disparities are wide. The difference between<br />
the best and worst performers is<br />
0.261, with the worst performer scoring<br />
less than half the value for the best performer.<br />
Maps 2.11 displays the GDI scores in relation<br />
to the ecological zones. In the dry<br />
land zone, most low-scoring localities are<br />
in Akwa Ibom State. In the swamp land<br />
zone, Ilaje and Ese Odo in Ondo State<br />
and Burutu in <strong>Delta</strong> State rank low. Medium<br />
GDI scores predominate in both<br />
states. Most areas in Edo and Cross River<br />
states fall in the high GDI category.<br />
GDI scores in relation to the distribution<br />
of oil facilities appear on map 2.12. High<br />
and medium scores closely correlate with<br />
the presence of oil facilities in Abia,<br />
Bayelsa, <strong>Delta</strong>, Edo and Rivers states. A<br />
few isolated local governments with oil<br />
facilities have low GDI scores. Akwa Ibom<br />
deserves special mention and attention<br />
because it is almost exclusively an area of<br />
low GDI performance, irrespective of<br />
whether or not there are oil facilities.<br />
The GEM for Local Government<br />
Areas<br />
Almost all local government areas have<br />
performed poorly on women’s representation<br />
in the National Assembly, which<br />
drags down scores on the GEM. The best<br />
performing area is Ovia North East in Edo<br />
State (0.349), followed by Ovia South West<br />
(0.348). The worst performing areas are<br />
Isoko North (0.264) and Isoko South<br />
(0.264) in <strong>Delta</strong> State. Unlike on the HDI<br />
and HPI-1, where <strong>Delta</strong> State areas did<br />
very well, many fared poorly on the GEM.<br />
