REPORT PURPOSE<br />
To present recently reviewed and amended policies to Council for adoption.<br />
Background<br />
The purpose <strong>of</strong> the Policy Manual is to:<br />
Provide clear direction to staff to enable the effective and efficient day to day<br />
management <strong>of</strong> the <strong>Shire</strong> <strong>of</strong> <strong>Roebourne</strong>;<br />
Enable staff to act promptly in accordance with Council‘s requirements but without<br />
continual reference to Council;<br />
Set a guiding direction for the management <strong>of</strong> the <strong>Shire</strong> and assist staff and Council in<br />
achieving a fair and equitable decision making process as well as meeting statutory<br />
requirements; and<br />
Enable the community to be aware <strong>of</strong> the reasoning behind administrative and Council<br />
decisions.<br />
The Policy Manual is subject to review on an annual basis to ensure that policies are in<br />
keeping with community expectations, current trends and circumstances.<br />
Issues<br />
The responsible <strong>of</strong>ficers have been given an opportunity to review and make appropriate<br />
changes to their policies.<br />
A summary <strong>of</strong> changes are outlined in the attached table. Position titles have also been<br />
changed where applicable to bring them in line with the recent organisational restructure,<br />
as have policy numbers.<br />
The Purchasing Policy has had the Purchasing Threshold limits changed in order to make<br />
the purchasing <strong>of</strong> goods and services more effective and less time consuming. A check <strong>of</strong><br />
5 other WA Councils showed that similar limits have been set by 3 <strong>of</strong> them.<br />
