11.3.1 EOI - Provision Of Security Services - Karratha Airport<br />

REPORT PURPOSE<br />
The purpose <strong>of</strong> this report is for Council to consider calling for expressions <strong>of</strong> interest for<br />
the provision <strong>of</strong> security services at Karratha Airport.<br />
Background<br />
Council currently provides the Tien Tsin Inne (TTI) café and bar facility within the Karratha<br />
Airport Terminal. The Manager <strong>of</strong> the TTI is the nominated licensee. All <strong>of</strong> the staff are<br />
required to and receive appropriate training in the form <strong>of</strong> duty manager or responsible<br />
service <strong>of</strong> alcohol certification.<br />
The Karratha Airport has recently recorded significant passenger growth through the<br />
airport, and due to the nature <strong>of</strong> the region, and the type <strong>of</strong> clientele that pass through, the<br />
bar is a popular place for people to spend time prior to departing on flights.<br />
Staff concerns have been raised due to a lack <strong>of</strong> security presence within the terminal,<br />
particularly during the peak times <strong>of</strong> 1200-1900 where the majority <strong>of</strong> sales are recorded<br />
from the bar.<br />
Issues<br />
The <strong>Shire</strong> <strong>of</strong> <strong>Roebourne</strong> has a duty <strong>of</strong> care to the staff working within the bar, to ensure<br />
that they are working in a safe environment. From 1700-1900 key airport staff have <strong>of</strong>ten<br />
left the building, leaving 4 female staff working in the bar alone, serving customers. MSS<br />
Security currently staff the screening point and checked baggage X-Ray machine, but<br />
they are contracted directly to Qantas and their jurisdiction does not extend to other<br />
terminal functions.<br />
Like any licensed establishment, there is an obligation for the protection <strong>of</strong> staff and other<br />
patrons. WA Police response times to an incident within the terminal are approximately 15<br />
minutes, dependent on other operational priorities.<br />
The main issues staff are currently faced with during peak times are outlined below :<br />
- Public drinking at front <strong>of</strong> terminal, outside <strong>of</strong> licensed area.<br />
- Patrons bringing in own alcohol to licensed area.<br />
- General antisocial behaviour.<br />
- Abusive patrons.<br />
There were 23 reported incidents logged in the license holder logbook kept in the TTI bar<br />
in September 2009. These mainly related to customers bringing own alcohol into the<br />
establishment<br />
