REPORT PURPOSE<br />

For Council to consider the extension <strong>of</strong> the existing lease between the <strong>Shire</strong> <strong>of</strong> <strong>Roebourne</strong><br />

and the Minister for Works (WA Police) for the current lease over Lot 9 at Karratha Airport.<br />

Background<br />

On 1 February 2008, the existing lease over Lot 9 at Karratha Airport was assigned from<br />

Jayrow Helicopters to the Minister for Works, on behalf <strong>of</strong> the WA Police, this included the<br />

existing hangar on the site which was then sub-let to Jayrow Helicopters, an arrangement<br />

which ceased in February 2009.<br />

The assignment also included the reserving <strong>of</strong> an area to the west <strong>of</strong> the hangar building,<br />

providing common use access to the airside area for airport purposes.<br />

Prior to formalising the assignment <strong>of</strong> the lease, there had also been some discussion and<br />

correspondence between the <strong>Shire</strong> and the WA Police regarding the possible allocation <strong>of</strong><br />

additional land to the WA police to facilitate the construction <strong>of</strong> a new hangar and/or the<br />

extension <strong>of</strong> the existing hangar.<br />

The proposed additional land that was discussed was to comprise the portion referred to as<br />

―Apron Access‖ located East <strong>of</strong> Lot 9, and is shown on the attached plans. It represents an<br />

increased area <strong>of</strong> approximately 1020 square metres, and would take the boundary <strong>of</strong> Lot<br />

9 up to the boundary <strong>of</strong> lot 10, that belongs to Airservices Australia.<br />

The apron access to the west <strong>of</strong> the existing hangar will continue to be available as a<br />

common user access to the apron area.<br />

Correspondence has been received dated 23 September 2009, formally requesting a deed<br />

<strong>of</strong> extension to assign the additional land to the current lease held by the Minister for<br />

Works.<br />

The development is exempt from a planning application under the Public Works Act <strong>of</strong><br />

(1902) but the development will require a building license.<br />

Issues<br />

The area shown is currently undeveloped land, and is suitable for the extension <strong>of</strong> the<br />

lease as proposed. An extension to the apron area was undertaken in 2008 in this location<br />

with a view to the area being occupied by an aviation operator with apron access in the<br />

future.<br />
