Issues<br />

The following information details each project:<br />

1. <strong>Roebourne</strong> Aquatic Centre Redevelopment:<br />

The <strong>Roebourne</strong> Aquatic Centre (RAC) is owned by the Department <strong>of</strong> Education (DET) and<br />

managed through a license agreement by the <strong>Shire</strong> <strong>of</strong> <strong>Roebourne</strong> on behalf <strong>of</strong> the<br />

<strong>Roebourne</strong> Community. The agreement generally provides for a cost share arrangement<br />

between the two parties.<br />

The facility is highly regarded in the <strong>Roebourne</strong> Community and is utilised heavily through<br />

the Summer season (September to May each year) particularly by the youth and more<br />

recently by the adults <strong>of</strong> the community. The facility provides more than simply<br />

opportunities for physical activity and health benefits, being a focal point in the community,<br />

the facility has in influence on reducing truancy, local crime and violence.<br />

The Department <strong>of</strong> Education and Training have indicated that they wish to gift the<br />

<strong>Roebourne</strong> Aquatic Centre to the <strong>Roebourne</strong> Community through the <strong>Shire</strong> <strong>of</strong> <strong>Roebourne</strong>.<br />

To consider this request, the <strong>Shire</strong> staff have indicated the facility would need to be<br />

compliant and DET would need to maintain the current funding to the centres operations.<br />

A report by CCS Strategic Planning on the condition <strong>of</strong> the facility was commissioned by<br />

the Department <strong>of</strong> Education and training to assess the existing facility for compliance with<br />

the current Health (Aquatic Facilities) Regulations 2007 and the Code <strong>of</strong> Practice for the<br />

Design, Construction, Operation and Management <strong>of</strong> Aquatic Facilities 2007.<br />

The report clearly shows that the RAC does not comply with current aquatic regulations<br />

with regards to filtration system, plant room structure and location, balance tank, backwash<br />

tank, pool surface and pool guttering system and requires major redevelopment to renew to<br />

the required compliance and functionality standards.<br />

The <strong>Shire</strong> <strong>of</strong> <strong>Roebourne</strong> has clearly stated that with the works required to ensure that the<br />

<strong>Roebourne</strong> Aquatic Centre meets acceptable standard, the <strong>Shire</strong> <strong>of</strong> <strong>Roebourne</strong> is not<br />

willing to accept the facility in the current condition as the cost to reinstate the facility to the<br />

required level is not a responsibility that should be borne entirely by the community and<br />

that state government contribution to any refurbishment would be required.<br />

The Department <strong>of</strong> Education and Training have indicated to a contribution <strong>of</strong> $500,000 to<br />

the redevelopment. Changes to the CSRFF guidelines given consideration to a larger<br />

contribution by State Government.<br />

The CCS report on the condition and required works to meet current compliance clearly<br />

outlined a project scope and cost.<br />

The project scope includes:<br />

Construction <strong>of</strong> new plant room and chlorine gas building<br />

Full replacement <strong>of</strong> gutters and in floor return system<br />

Replacement <strong>of</strong> balance tank and backwash tank<br />

Replacement <strong>of</strong> pool shell with two (2) separate water bodies<br />

Replacement <strong>of</strong> water treatment system<br />
