REPORT PURPOSE<br />
To firstly advise Council <strong>of</strong> the potential benefits for entering into a reciprocal works for<br />
waste disposal arrangement with the Water Corporation, and to secondly seek consent<br />
under such an arrangement to permit the Water Corporation to dispose <strong>of</strong> sewerage sludge<br />
from a Wastewater Treatment Plant pond at the <strong>Shire</strong>‘s 7 Mile Landfill facility in exchange<br />
for upgrading the plumbing infrastructure and desludging one <strong>of</strong> the <strong>Shire</strong>‘s effluent re-use<br />
ponds at Bulgarra.<br />
Background<br />
The Water Corporation met with <strong>Shire</strong> <strong>of</strong>ficers on the 25 th <strong>of</strong> September to discuss the<br />
desludging <strong>of</strong> the <strong>Shire</strong>‘s effluent reuse pond in exchange for wavering disposal fees at the<br />
<strong>Shire</strong>‘s 7 Mile Landfill Facility. As <strong>Shire</strong> <strong>of</strong>ficers are unable to waiver adopted fees, the<br />
consent <strong>of</strong> the Council is necessary to progress the formalisation <strong>of</strong> any such arrangement.<br />
Issues<br />
To enable the Water Corporation to increase effluent quality and maintain the current<br />
working volumes at the Bulgarra Wastewater Treatment Plan, they propose to dry out Pond<br />
3 and undertake desludging during October/November 2009. Due to the limited site area<br />
they are unable to dispose <strong>of</strong> the biosolid waste on this site. It is estimated that the volume<br />
<strong>of</strong> biosolid waste in the pond is between 1000 to 1500 cubic metres which would weigh<br />
between 500 and 700 tonnes. Based on current <strong>Shire</strong> fees the cost <strong>of</strong> disposing <strong>of</strong> this<br />
material at the 7 Mile Landfill site is approximately $50,000.<br />
The <strong>Shire</strong>‘s Technical Services Division has sought quotations for desludging the <strong>Shire</strong>‘s<br />
effluent pond; however, has been unable to source a contractor willing to undertake these<br />
budgeted works. The anticipated cost <strong>of</strong> these works was estimated at $30,000. In<br />
addition, the current plumbing suppling the effluent from the Water Corporation‘s Karratha<br />
Wastewater Treatment Plant to the Bulgarra Effluent re-use ponds does not allow either<br />
pond to be taken <strong>of</strong>f line and dried out to allow for desludging or for other maintenance.<br />
