Options<br />

Council has the following options available:<br />

1. To consent to exhibit the draft Karratha Open Space Strategy (the strategy) for public<br />

comment.<br />

2. To not consent to exhibit the draft Karratha Open Space Strategy (the strategy) for<br />

public comment until such time as further investigation has been completed.<br />

Policy Implications<br />

There are no relevant policy implications pertaining to this matter.<br />

Legislative Implications<br />

There are no relevant legislative implications pertaining to this matter.<br />

Financial Implications<br />

There is the potential to negotiate with the Department for Regional Development and<br />

Lands to seek the proceeds from the sale <strong>of</strong> land currently vested to the <strong>Shire</strong>.<br />

Conclusion<br />

The Karratha 2020 Vision and Community Plan 2009 recognises the Karratha Open Space<br />

Strategy as a key strategic document that will assist the <strong>Shire</strong> achieve the recognised need<br />

to create additional affordable housing lots and site(s) for community purposes.<br />

The draft Karratha Open Space Strategy essential justifies that Karratha has the capacity<br />

to accommodate the creation <strong>of</strong> new lots for both community and residential purposes, and<br />

has the potential to allow for the expansion <strong>of</strong> existing commercial lots in the town centre<br />

through the rationalisation <strong>of</strong> existing parks, recreation and drainage reserves.<br />

Engagement with the community will enable the further identification and consideration <strong>of</strong><br />

not only candidate areas for new lots, but areas <strong>of</strong> reserves that would provide greater<br />

benefit being amalgamated into existing private lots. Exhibition will constitute notices in the<br />

Pilbara News (including at least once in the <strong>Shire</strong>‘s monthly news column), copies being<br />

available for viewing on the <strong>Shire</strong>‘s website, and copies being made available to be viewed<br />

at the <strong>Shire</strong>‘s Welcome Road Administration Offices.<br />

Simple.<br />

RECOMMENDATION<br />

That Council –<br />

Consent to the exhibition <strong>of</strong> the draft Karratha Open Space Strategy for public<br />

comment for a period <strong>of</strong> not less than forty-two [42] days.<br />
