REPORT PURPOSE<br />
To seek the maintenance <strong>of</strong> Council‗s involvement in the industry procurement <strong>of</strong><br />
advertising services utilising the Western Australian Local Government Association‘s<br />
(WALGA) Local Government Advertising Contract.<br />
Background<br />
In 2008 WALGA established an independent advertising arrangement for Local<br />
Government separate from the State Government Common Use agreement which Council<br />
has utilised.<br />
WALGA is now seeking a three (3) year commitment from members to secure competitive<br />
pricing structures.<br />
Issues<br />
Council has received alternative pricing utilising the State Government Contract for<br />
advertising services.<br />
At the initial point <strong>of</strong> procuring services the State Government contract does provide for<br />
approximately 15% <strong>of</strong> savings on a dollar for dollar basis.<br />
However direct comparatives on pricing do not factor in the Whole <strong>of</strong> Local Government<br />
advertising that WALGA facilitates for the Local Government sector for promotional and<br />
advocacy purposes or the rebate arrangements in place for advertising in the West<br />
Australian Newspaper.<br />
Procurement Process<br />
The methodology for appointment that will be recommended is to utilise WALGA‘s<br />
Purchasing Service.<br />
