Ordinary Council Meeting – Agenda 19 October 2009<br />
There now exists an opportunity for Council to consider the lease <strong>of</strong> land to Optus to<br />
provide the ability for them to improve coverage within the Karratha Airport area. A suitable<br />
area has been identified and is shown on the attached plan. This is an area proposed for<br />
future carparking expansion, but due to the limited area required for this facility<br />
(approximately 7m x 11m). The proposed installation is detailed on the attached draft site<br />
layout.<br />
The Karratha Airport Master Plan (June 2009) notes as follows :<br />
“6.4.5 Optus Mobile Phone Tower Site<br />
It is understood that there is a proposal for a new Optus mobile phone tower to be located<br />
in a position designated with future short term carparking expansion. Aurecon has<br />
reviewed this position, and believes that given the limited clearance required, that it can<br />
easily be accommodated in the designated master plan land use (short term carparking).”<br />
A plan showing the proposed location is attached. A market valuation was undertaken on<br />
the proposed site, dated 4 September 2009. The valuation indicates that an appropriate<br />
return for the site should be $10,000 per annum (exclusive <strong>of</strong> GST).<br />
With regard to the proposed term <strong>of</strong> the lease, an initial term <strong>of</strong> 15 years has been<br />
requested by Optus, given the long-term nature <strong>of</strong> telecommunications infrastructure.<br />
The proposal will be subject to normal Council planning approval and building licence<br />
processes.<br />
Options<br />
Council has the following options available:<br />
1. Approve a lease for Optus over the proposed site at Karratha Airport for installation<br />
<strong>of</strong> a mobile phone tower facility;<br />
2. Not approve a lease for Optus over the proposed site at Karratha Airport for<br />
installation <strong>of</strong> a mobile phone tower facility;<br />
Policy Implications<br />
The Karratha Airport Master Plan (June 2009) outlined this as a suitable site for the<br />
location <strong>of</strong> such a facility.<br />
<strong>Shire</strong> <strong>of</strong> <strong>Roebourne</strong> Draft Strategic Plan 2009 – Key Goal One – Communities – Building<br />
capacity, capability and partnerships across the community.<br />
Legislative Implications<br />
Under Section 3.58 <strong>of</strong> the Local Government Act (1995) the proposed disposal <strong>of</strong> this land<br />
via lease will be subject to public advertising <strong>of</strong> Council‘s intentions.<br />
Financial Implications<br />
The proposal, if approved by Council will result in increased revenue for the Karratha<br />
Airport.<br />
