REPORT PURPOSE<br />

The purpose <strong>of</strong> this report is for Council to consider, from a master plan and leasing<br />

perspective, a proposal from Optus to lease a portion <strong>of</strong> land at Karratha Airport for the<br />

purposes <strong>of</strong> developing a mobile phone tower.<br />

Background<br />

Correspondence was received in November 2008, from KAW Consulting Pty Ltd, acting on<br />

behalf <strong>of</strong> Optus, proposing that Karratha Airport be considered as part <strong>of</strong> an upgrading <strong>of</strong><br />

telecommunications infrastructure within the Karratha area.<br />

This matter was put on hold, whilst the Karratha Airport Master Plan was completed. The<br />

Master Plan document was received by Council in June 2009.<br />

Issues<br />

Optus are endeavouring to provide quality in-door and outdoor coverage <strong>of</strong> the Karratha<br />

Airport precinct as part <strong>of</strong> a wider strategic coverage plan for the Karratha Region. At<br />

present Optus have two base station sites for the region :<br />

- An Umbrella site on the Ridge overlooking the Karratha Township<br />

- Dampier Hamersley Iron Rail terminal<br />

A new installation is being proposed at the Telstra exchange in the Karratha Township to<br />

provide capacity relief. Optus has plans for a new installation site at Karratha Industrial<br />

Estate and at the Airport to take further pressure <strong>of</strong>f the Karratha umbrella site.<br />

Optus has investigated co-locating upon the Gap Ridge towers where Telstra and<br />

Vodafone are located. As demonstrated in the analysis, an installation at this location will<br />

potentially provide adequate outdoor coverage but is too distant from the airport for inbuilding<br />

coverage purposes, particularly for 3G services which have weaker signal<br />

strength. A base station facility costs Optus some $200-300k to establish so the actual<br />

technical need is verified before any new site proposal is considered. The attached<br />

coverage predictions indicate that there are low coverage levels from existing Karratha<br />

sites within the Karratha Airport area.<br />
