The current estimates to refurbish the pool to become compliant with the Code is a total<br />
$2,735,100 plus GST<br />
CCS Strategic Planning have recommended a complete redevelopment <strong>of</strong> the facility at an<br />
estimated cost <strong>of</strong> $3,214,800 + GST.<br />
The additional cost ($479,700 or an increase <strong>of</strong> 18%) <strong>of</strong>fers a redeveloped facility with a<br />
design life <strong>of</strong> 50 years as opposed to extending a facility that has only 9 years <strong>of</strong> its initial<br />
design life left. In this instance the cost <strong>of</strong> refurbishment is in the order <strong>of</strong> 85% <strong>of</strong> the cost <strong>of</strong><br />
a redeveloped facility and therefore the complete redevelopment <strong>of</strong> the facility should be<br />
pursued.<br />
The <strong>Shire</strong> <strong>of</strong> <strong>Roebourne</strong> is requesting $1,607,400 from the Department <strong>of</strong> Sport and<br />
Recreation inclusive <strong>of</strong> a development bonus request.<br />

2. Bulgarra Sporting Precinct Permanent Diamond Sport Fields Installation.<br />
The Bulgarra Sporting Precinct Master Plan was commissioned in April 2008 and<br />
completed in June 2009. Council agreed at it‘s meeting held on the 17 th August to endorse<br />
the Master Plan and progress the recommendations. Among other recommendations that<br />
are now being progressed is the installation <strong>of</strong> two (2) permanent diamond sport fields in<br />
the North and South East corners <strong>of</strong> the Bulgarra East Oval. The installation <strong>of</strong> these fields<br />
will vastly increase the opportunity to grow the existing prominent diamond sports <strong>of</strong><br />
s<strong>of</strong>tball and tee ball based at the Bulgarra Sporting Precinct and allows for potential growth<br />
<strong>of</strong> baseball in the region.<br />
Current issues at the Bulgarra Sporting Precinct revolve around ground allocation and<br />
current lighting configuration at the precinct that only allows for one men‘s s<strong>of</strong>tball pitch to<br />
be played on Bulgarra East Oval at a time. This creates an allocation issue as the Bulgarra<br />
West oval must also be used simultaneously for the competition to successfully be<br />
conducted on a weekly. Ongoing clashes also exist with tee ball and junior football and<br />
cricket.<br />
The set up required for diamond sports is also very labour intensive. The installation <strong>of</strong><br />
permanent diamond sport fields in the north and south east corners <strong>of</strong> Bulgarra East Oval<br />
will allow for greater utilisation <strong>of</strong> the Bulgarra Sporting Precinct, reduce the labour<br />
intensive set up for these sports, thereby decreasing workload on volunteers, and along<br />
with the construction <strong>of</strong> the Bulgarra Community Facility, provide for a regional quality<br />
facility within Bulgarra.<br />
