4.1.2.3 Sampling<br />

The sampling process for the internal SSF stakehol<strong>de</strong>rs was <strong>de</strong>veloped as follow:<br />

• The leading medical official of the SSF: Dr. Gendreike was interviewed in<br />

or<strong>de</strong>r to obtain a global view on the functioning of the SSF. During this<br />

interview, 3 additional interviewees were i<strong>de</strong>ntified and indicated to allow<br />

further and more <strong>de</strong>tailed data collection.<br />

• The following employees of the NIHDI/SSF were interviewed seen their<br />

daily involvement in specific SSF topics:<br />

o Ms. Van Campenhout and Mr. Noel, both responsible for the<br />

administrative preparation and follow up of SSF files<br />

o Mr. Vigneul, responsible for the budget follow up within the NIHDI<br />

The selection of the members of the College of Medical Directors was based on the<br />

following logic. In Belgium there are 7 health insurance funds 8 . The five health insurance<br />

funds, representing the biggest share of the population were inclu<strong>de</strong>d in the sample. As<br />

within the socialist health insurance fund, two different persons (one Dutch-speaking<br />

and one French-speaking) are involved in the College of Medical Directors, we <strong>de</strong>ci<strong>de</strong>d<br />

to inclu<strong>de</strong> both of them in the interview process. The other health insurance funds have<br />

a single person handling the SSF applications in the College of Medical Directors. As a<br />

consequence we executed 6 interviews with representatives of 5 health insurance funds.<br />

4.1.2.4 Data collection<br />

For the employees of the NIHDI/SSF no interview gui<strong>de</strong>line was <strong>de</strong>veloped as the<br />

purpose of the interview was to let them explain in an open way the functioning of the<br />

SSF, giving them the opportunity to go into <strong>de</strong>tails for their specific subtasks and/or<br />

responsibilities.<br />

For the members of the College of Medical Directors, we used a semi-structured<br />

interview gui<strong>de</strong>line, consisting of a number of orienting generic questions and a number<br />

of sub-questions in or<strong>de</strong>r to clarify or expand the view of the interviewee. The semistructured<br />

interview gui<strong>de</strong>line was translated in the native language of the interviewees<br />

(Dutch/French) and is inclu<strong>de</strong>d as annex 9.6.<br />

Interview processing<br />

The interviews were conducted by one person, in the native language of the<br />

interviewee.<br />

Topics of the interview for the NIHDI/SSF employees<br />

The emphasis of this open interview was to obtain a clear view on the internal<br />

organization of the SSF, the procedures followed, the criteria used, the main<br />

stakehol<strong>de</strong>rs involved in the process and the evolution of the activities as a result of<br />

changes in the legal context or changes in the compulsory health system.<br />
