this type <strong>of</strong> question would be inefficient considering that <strong>the</strong> current service arrangement was<br />

sufficient enough for <strong>the</strong> passenger to ride <strong>the</strong> train (as it was an on-board survey). Questions<br />

evaluating customer satisfaction with <strong>the</strong> Heartland Flyer on-board service and amenities were<br />

also considered, but Amtrak conducts its own customer service surveys on <strong>the</strong> route and<br />

including <strong>the</strong>se questions on <strong>the</strong> survey for this study would add no new information.<br />

Researchers ultimately decided upon a question asking <strong>the</strong> respondent why he or she chose <strong>the</strong><br />

Heartland Flyer for <strong>the</strong>ir trip and a question on passenger spending for purchases on <strong>the</strong>ir trip.<br />

Fourteen choices plus an “o<strong>the</strong>r” option were provided for <strong>the</strong> question on <strong>the</strong> passenger’s reason<br />

for choosing <strong>the</strong> train. For <strong>the</strong> passenger spending question, five ranges were provided as<br />

choices and <strong>the</strong> question asked <strong>the</strong> passenger to consider only spending on lodging, meals,<br />

shopping, and entertainment during <strong>the</strong> trip. This question was added to provide data to estimate<br />

<strong>the</strong> economic impact <strong>of</strong> <strong>the</strong> Heartland Flyer on <strong>the</strong> communities it serves.<br />

Stakeholder Input<br />

Stakeholders for this study included Amtrak, ODOT, and TxDOT. Preliminary input<br />

from stakeholders regarding <strong>the</strong> design <strong>of</strong> <strong>the</strong> on-board survey instrument was obtained at a<br />

project meeting on December 11, 2008, in Fort Worth (e-mail comments were solicited from<br />

TxDOT). Based on <strong>the</strong> preliminary stakeholder input and <strong>the</strong> literature review/analysis, a draft<br />

survey was developed and submitted to stakeholders for review and comment. Stakeholders<br />

provided feedback which resulted in several minor changes to <strong>the</strong> draft survey document, mostly<br />

in <strong>the</strong> form <strong>of</strong> clarification to <strong>the</strong> wording <strong>of</strong> questions regarding <strong>the</strong> passenger’s access and<br />

egress travel mode, trip purpose, alternative travel mode, and <strong>the</strong> reasons for choosing <strong>the</strong><br />

Heartland Flyer for <strong>the</strong> trip. TxDOT requested that <strong>the</strong> survey instrument include a gauge <strong>of</strong><br />

passenger interest in a new station stop in Krum, Texas (near Denton); specifically, if <strong>the</strong><br />

proposed station would increase ridership. However, this question (and o<strong>the</strong>r questions on<br />

changes that could be made to increase ridership) was not included in <strong>the</strong> final survey for reasons<br />

that were discussed previously. Finally, stakeholders reported that a vast majority <strong>of</strong> <strong>the</strong><br />

ridership was English-speaking, and that <strong>the</strong> development <strong>of</strong> survey forms in o<strong>the</strong>r languages<br />

would not be necessary. Appendix B contains a copy <strong>of</strong> <strong>the</strong> final survey form used in <strong>the</strong> data<br />

collection phase <strong>of</strong> this study.<br />
