Projects by other departments / agencies<br />

Projects to be taken up for implementation by other Government departments include the following:<br />

1. TWAD - Implementation of Hogenakkal Water Supply Scheme<br />

2. GOTN – Review of master plan and land-use and roadmap for extension of city limits.<br />

3. Department of Industries, GoTN – Evaluate scope for setting up an Agri Export Processing<br />

Zone in Krishnagiri.<br />

4. Department of Highways, GoTN / NHAI – Explore the need and scope for setting up a master<br />

ring road around Krishnagiri including any extended areas.<br />

5. Railways – Explore and expedite rail connectivity between Jolarpet and Krishnagiri.<br />

6. <strong>Tamil</strong> <strong>Nadu</strong> Pollution Control Board (TNPCB) – Develop and implement necessary pollution<br />

control measures to prevent water, land and air pollution that may otherwise arise otherwise due<br />

to the expected growth of industrialisation of the region.<br />

Reform Agenda<br />

Krish-M‟s ability to improve on its financial performance hinges primarily on its ability to sustain and<br />

improve on the revenue growth noticeable in recent years.<br />

State level - 10 point agenda<br />

1. Implement recommendations of the Third State Finance Commission, particularly those relating<br />

to the revenue buoyancy including property tax reform and devolution income from GoTN.<br />

2. Ensure stability of tenure of key officials. Except for extraordinary circumstances, there should be<br />

a minimum tenure of at least 2 years for all the key positions including Commissioner, <strong>Municipal</strong><br />

Engineer, Manager, Town Planning Inspector, Sanitary and public health head and Accountant.<br />

Further, guidelines need to be clarified and enforced for formal charge handover to ensure<br />

continuity, when there is a transfer of officials.<br />

3. Conduct a zero-base assessment of skill gaps and manpower needs of ULBs to ascertain the<br />

appropriate manpower plan in terms of skill sets and experience/seniority. This is particularly<br />

relevant given the recent developments, specifically in urban planning and GIS, municipal<br />

accounting and systems, e-governance and modern practices in infrastructure service delivery<br />

including potential for Public-Private Partnerships.<br />

4. Address critical operational areas through focused training and capacity building interventions,<br />

particularly in the areas of a) Engineering and project development, b) Accounting and Finance<br />

and c) Use of CAD/GIS applications in Town Planning and Engineering functions.<br />

5. CMA, GoTN should continue with its ongoing technical assistance to ULBs to improve their<br />

accounting systems and computerisation. Setting up of the Debt Monitoring Cell to reconcile and<br />

disseminate information on debt status of the ULBs is also a positive step in this direction.<br />
