5.1.1 <strong>Municipal</strong> Administration<br />
The institutional framework for municipal administration is described below:<br />
Corporations and <strong>Municipal</strong>ities - There are 6 <strong>Municipal</strong> Corporations, namely, Chennai,<br />
Madurai, Coimbatore, Tiruchirappalli, Salem and Tirunelveli in the State of <strong>Tamil</strong>nadu. Five<br />
Corporations (except Chennai) and 152 <strong>Municipal</strong>ities including 49 Third Grade<br />
<strong>Municipal</strong>ities are under the oversight of the Commissioner of <strong>Municipal</strong> Administration.<br />
Recently GoTN has initiated steps to upgrade Erode and Tiruppur municipalities as<br />
Corporations.<br />
Town Panchayats - The Town Panchayats are governed by the <strong>Tamil</strong> <strong>Nadu</strong> District<br />
<strong>Municipal</strong>ities Act, 1920. 1920. There are 561 Town Panchayats in the State. Towns have<br />
become drivers of economic growth and offer opportunities for social and economic<br />
development of people. The population of the Town Panchayats is 76,46,386, which<br />
accounts for 12% of the total population of the State as per Census 2001. Town Panchayats<br />
have become service centres drawing huge floating population from adjoining rural areas.<br />
The Directorate of Town Panchayats was created in1981, to look after the affairs of the<br />
Town Panchayats. The Director of Town Panchayats is the Head of the Department and<br />
looks after the affairs of 561 Town Panchayats. The District Collector is the controlling<br />
authority for the Town Panchayats at the District level. Under the Directorate, the<br />
Department has 16 Zonal offices, headed by Assistant Directors of Town Panchayats.<br />
5.1.2 Parastatal agencies<br />
<strong>Tamil</strong> <strong>Nadu</strong> Water and Drainage Board - TWAD is a statutory body formed by the<br />
Government of <strong>Tamil</strong> <strong>Nadu</strong>, vested with the twin task of providing water supply and<br />
sewerage facilities to the entire state of <strong>Tamil</strong> <strong>Nadu</strong> except Chennai Metropolitan Area.<br />
TWAD came into existence on 14-4-1971.<br />
Chennai Metropolitan Water Supply and Sewerage Board - The Board is attending to<br />
the growing needs of and for planned development and appropriate regulation of Water<br />
Supply and Sewerage <strong>Services</strong> in the Chennai Metropolitan Area with particular reference to<br />
the protection of Public Health and for all matters connected therewith or incidental thereto.<br />
The Board was established under "The TWAD Act. 1978' (Act No.28 of 1978) and<br />
commenced functioning from 01.08.1978<br />
5.1.3 <strong>Financial</strong> Intermediaries<br />
TNUIFSL / TNUDF - The Government of <strong>Tamil</strong> <strong>Nadu</strong> established the <strong>Tamil</strong> <strong>Nadu</strong> <strong>Urban</strong><br />
Development Fund (TNUDF) on a „Public-Private Partnership‟ mode, with the participation<br />
of ICICI, Housing Development Finance Corporation (HDFC) and <strong>Infrastructure</strong> Leasing &<br />
<strong>Financial</strong> <strong>Services</strong> (IL&FS). The Fund is managed by <strong>Tamil</strong> <strong>Nadu</strong> <strong>Urban</strong> <strong>Infrastructure</strong><br />
<strong>Financial</strong> <strong>Services</strong> Limited. TNUDF provides various services including project advisory,<br />
financial advisory and consultancy services to various ULBs through its fund manager, viz.<br />
<strong>Tamil</strong> <strong>Nadu</strong> <strong>Urban</strong> <strong>Infrastructure</strong> <strong>Financial</strong> <strong>Services</strong> Limited (TNUIFSL).<br />
