We observe that the asset register of Krish- M has not been updated. Several items in the asset register<br />
reflect status as of year 2000, when the asset register was initially created. For instance, the land in<br />
which municipal office building which has been constructed in the last few years continues to be<br />
shown as vacant land. We recommend the following actions in terms of managing the land and<br />
building assets of Krish- M<br />
1. There are several discrepancies between the land details shown in land schedule and in the<br />
buildings schedule. We therefore strongly suggest a zero base validation and updation exercise<br />
covering the asset register be taken up on priority.<br />
2. Krish- M should prepare and implement an annual maintenance plan (along with an assessment of<br />
cost implications) for all land and building assets. This maintenance plan should precede budget<br />
preparation process and should feed into the budget, so that the plan is adequately funded.<br />
3. Krish- M should progressively move towards achieving revenue realisations in line with market<br />
trends from all its remunerative assets including shops, markets etc. This is achievable through a<br />
combination of a) periodic increases in rates charged and b) improvement and better maintenance<br />
of the assets through periodic and planned maintenance.<br />
Specific actions relating to management of assets in water supply, sanitation, solid waste management<br />
and roads are outlined below and are summarized in Exhibit 7.24<br />
7.12.2 Water supply<br />
Immediate Interventions<br />
a) Review and update asset register to reflect the latest status and establish process along with<br />
accountability for updating asset register on a periodic basis.<br />
b) Provide a ward wise report on capital works undertaken online on a quarterly basis.<br />
c) Undertake an independent study to assess loss levels in transmission, storage points and<br />
distribution and develop a roadmap for providing 24x7 water supply.<br />
d) Conduct periodic IEC campaigns on water conservation and rainwater harvesting practices.<br />
e) Review losses and illegal connections and widen the base of house service connections.<br />
Medium- Long term<br />
Critical asset management and development activities in the medium to long term are listed below:<br />
a) Implement metering and metering-based-tariff /graded water tariff at household level<br />
b) Implement 24x7 water supply on a pilot basis in select zones / wards and replicate the same in<br />
a phased manner within a ten-year timeframe.<br />
c) Undertake a comprehensive GIS mapping of the water supply network of the town.<br />
7.12.3 Sanitation<br />
Underground drainage is being handled in Krish-M in all wards. TWAD will develop the UGD<br />
systems and handle over to Krish-M for the O&M purposes.<br />
