Immediate Interventions<br />
a) Create baseline information database on sanitation assets and performance of the<br />
municipality. Establish processes and accountability for periodic updation and dissemination.<br />
b) Conduct IEC campaigns and public consultations to educate citizens on the benefits of<br />
Underground drainage scheme.<br />
c) Ensure adequate upkeep of sanitation assets including public conveniences and storm water<br />
drains through encouraging community level participation and feedback<br />
d) Disseminate information on tariffs a transparent manner and undertake a focused program to<br />
mobilise connection deposits<br />
e) Use a combination of incentives and penalties to encourage timely payment of user charges.<br />
Medium-Long Term<br />
Krish-M should incorporate the sanitation asset details as part of a wider GIS implementation<br />
program. Further, tariffs can be structured on a slab rate structure with property tax assessments as the<br />
basis.<br />
7.12.4 Solid Waste Management<br />
Short term<br />
a) Krish-M should prepare a detailed project report for its solid waste management requirements<br />
along the entire value chain from generation to disposal to ascertain. This should also include an<br />
evaluation of disposal options and recommend a roadmap for safe disposal of waste including<br />
additional investments needed for composting if any and implementing other options for nonbiodegradable<br />
waste such as engineered landfills<br />
b) Conduct IEC activities to back other initiatives like door-to-door collection to facilitate effective<br />
segregation of waste at source.<br />
c) Review and updated the Solid Waste Management Action Plan and prepare a detailed feasibility<br />
report for comprehensive Solid Waste Management in the town<br />
d) Implement door-to-door collection and source segregation in all wards.<br />
e) Identify transfer points / collection points for every ward and streamline primary and secondary<br />
collection trips<br />
Medium & Long term<br />
a) Progressively enable greater mechanisation of waste handling.<br />
b) Implement a nominal conservancy fee for primary collection.<br />
c) Focus on commercial exploitation opportunities for revenue enhancement by exploring scope for<br />
privatising compost yard management and other options including bio-gas and formal sale of<br />
scrap/recyclable material<br />
d) Shift from indiscriminate dumping of non-biodegradable waste to explore potential for<br />
development of a shared landfill site for safe disposal of non-biodegradable waste.<br />
