1. Introduction<br />

1.1 Background to the study<br />

The <strong>Tamil</strong> <strong>Nadu</strong> <strong>Urban</strong> <strong>Infrastructure</strong> <strong>Financial</strong> <strong>Services</strong> Limited (TNUIFSL) intends to assist<br />

Krishnagiri <strong>Municipal</strong>ity (also referred to as Krish-M in this document) in strengthening and<br />

improving its financial position for effective capital investment management and urban service<br />

delivery. As part of its project development and capacity building role, TNUIFSL retained ICRA<br />

Management Consulting <strong>Services</strong> Limited (IMaCS) for assistance in preparation of a City Corporate<br />

Plan cum Business Plan for Krish-M.<br />

This exercise intends to build on internal efforts of Krish-M and the Vision Plan prepared by Krish-M<br />

in FY 2005 that identified projects and development priorities in various areas of municipal<br />

functioning and also enable Krish-M to develop a holistic, structured and consultative approach to<br />

fine-tune and define its development priorities going forward. The objectives of the exercise are threefold:<br />

a) to assess existing demand-supply gaps in service delivery and derive a comprehensive<br />

infrastructure improvement plan (including a Capital Investment Plan) required, b) to identify revenue<br />

enhancement and financial improvement measures and c) to develop a <strong>Financial</strong> and Operating Plan<br />

for a 10-year period to implement a sustainable infrastructure improvement plan.<br />

1.2 Objectives, Scope of Work and study modules 1<br />

1.2.1 Objectives of the study<br />

The objectives of this exercise as defined by TNUIFSL were to:<br />

a) Define the growth directions and service up-gradations in relation to the activity mix / growth<br />

b) Look at the demand for the projects specified by the ULBs, and identify gaps in services to<br />

broadly outline infrastructure needs;<br />

c) Identify specific capital improvement needs with regard to priority city infrastructure in both<br />

slums and other areas<br />

d) Define revenue enhancement and revenue management improvements required to sustain the<br />

rehabilitation proposed<br />

e) Identify reforms required in local administration and service delivery and management changes<br />

required at the local level to improve O&M of assets<br />

f) Suggest measures to address common growth and infrastructure issues.<br />
