c) Roads and Highways. Department of Highways, Government of <strong>Tamil</strong> <strong>Nadu</strong> maintains the<br />

National, State Highways and select arterial roads that pass through the city. <strong>Municipal</strong> roads are<br />

however created and maintained by the ULB.<br />

d) Environmental Protection. The <strong>Tamil</strong> <strong>Nadu</strong> Pollution Control Board (TNPCB) is responsible for<br />

environmental protection and enforcement of rulings related to the same.<br />

e) Slum Upgradation. The <strong>Tamil</strong> <strong>Nadu</strong> Slum Clearance Board (TNSCB) develops improvement<br />

schemes for notified/regularized slum settlements in the city/town.<br />

5.5 Reforms undertaken by Krishnagiri municipality<br />

5.5.1 Accrual accounting<br />

Fund based accrual accounting has been implemented in the urban local bodies in <strong>Tamil</strong> <strong>Nadu</strong> under<br />

TNUDP-II and Krishnagiri municipality has also been following the system for the last 4-5 years.<br />

5.5.2 E-Governance<br />

E-Governance of Krishnagiri <strong>Municipal</strong>ity is aimed to provide online citizen services and information<br />

to all hierarchies and monitoring performance of <strong>Municipal</strong>ity. All <strong>Municipal</strong> records are<br />

computerised and information stored in a central server and connected to an uplink which online on<br />

the internet. Property tax, Water Charges, Nontax, Profession Tax and trader license fees and Birth<br />

and Death certificate may be obtained from the computerized civic center at the municipal premises.<br />

Through the e-governance program, Krishnagiri <strong>Municipal</strong>ity hopes to provide easy access to the<br />

municipality and municipal records to its citizens.<br />

5.5.3 Citizen's Charter<br />

As per the directions of the Government of <strong>Tamil</strong> <strong>Nadu</strong>, the Krishnagiri <strong>Municipal</strong>ity has published<br />

its „Citizen‟s Charter‟ during 1998 to bring ULBs function closer to the people. The main focus of this<br />

charter is to introduce transparency, responsibility and user friendliness in its service provision and<br />

maintenance. Its basic objectives were to:<br />

Provide fast and quality service to the citizens.<br />

Inform the public about time limits to address the problems, and<br />

Provide transparency in administration.<br />

This publication of citizen's charter brings people and administration closer and to let people know<br />

how much time is required to get works done. If the work is not attended to even after stipulated<br />

time, they can approach the Commissioner/ Chairperson. Thus, people‟s rights are made known to<br />

them. This also reduces time on the part of public, as they need not follow the movement of their<br />

applications at the municipal office. Further, through this charter, they also create awareness about<br />

sanitation, town improvement, tax payment and the like. Based on the time frame given for<br />

understanding / compliance, various works/ activities can be evaluated either by citizens or by Krish-<br />

M, paving the way for improving performance. Specific interventions in human resource development<br />

and systems dealt with in the section 9 - Reform agenda subsequently in the report.<br />
