water safety instruction) for the purposes <strong>of</strong> supervising public swimming<br />

activities. In addition, appropriate staffing levels will be maintained to ensure<br />

proper lifeguard-to-swimmer ratios are met. At least two (2) staff will be on duty<br />

all times when participants are present in the facility for programs conducted by<br />

CONTRACTOR, with at least two certified lifeguards on duty during programs<br />

conducted by the CONTRACTOR that serve minors. During programs serving<br />

adults (18 years <strong>of</strong> age or older), one staff certified in lifeguarding and/or water<br />

safety instruction and one other staff certified in first aid, cardiopulmonary<br />

resuscitation, and use <strong>of</strong> AED equipment is acceptable.<br />

(1) Instructional Lessons. CONTRACTOR shall provide a minimum <strong>of</strong><br />

7,000 lane hours <strong>of</strong> instructional lessons per year.<br />

(2) CSC Masters Swimmers. CONTRACTOR shall provide a minimum<br />

<strong>of</strong> 2,500 lane hours per year for registered CSC Masters swimmers.<br />

(3) Local Swim Teams. CONTRACTOR shall provide for a minimum <strong>of</strong><br />

8,000 lane hours for local swim teams <strong>of</strong> which all teams shall have (a) at least<br />

60% resident members in their entire organization and (b) either hold a <strong>Sunnyvale</strong><br />

business license or a simple majority <strong>of</strong> board members are <strong>Sunnyvale</strong> residents.<br />

(4) Open Swim: Summer. CONTRACTOR shall provide a minimum <strong>of</strong><br />

1,380 lane hours <strong>of</strong> “open swim” over eight weeks each summer from Monday to<br />

Friday (2 hours per day mid-afternoon, minimum <strong>of</strong> 23 lanes each day), and a<br />

minimum <strong>of</strong> 624 lane hours <strong>of</strong> “open swim” over eight weeks each summer on<br />

Saturday and Sunday (4 hours per day, mid-afternoon, minimum <strong>13</strong> lanes each<br />

day). The total lane hours per summer shall be at minimum 2,004, <strong>of</strong>fered seven<br />

days a week, with lane hours provided over eight weeks. An equivalent <strong>of</strong> six<br />

weeks is acceptable only if open swim is cancelled in order to <strong>of</strong>fer swim meets for<br />

local swim teams that (a) serve at least 60% resident members in their entire<br />

organization and (b) either hold a <strong>Sunnyvale</strong> business license or a simple majority<br />

<strong>of</strong> board members are <strong>Sunnyvale</strong> residents.<br />

(5) Open Swim: Extended Weekends. CONTRACTOR shall provide a<br />

minimum <strong>of</strong> 192 lane hours less any loss <strong>of</strong> lane hours due to District priority use<br />

days, <strong>of</strong> “open swim” from May 1 to mid-June and mid-August to September 30<br />

each year on Saturdays and Sundays (2 hours per day mid-afternoon, minimum <strong>of</strong><br />
