7. Proposed fees for programs. As noted in ‘d.’ below, we have included our fee structure<br />

for the current year (20<strong>13</strong>) and would not anticipate changing this structure moving into a<br />

new contract. We will also agree to freeze the current resident pricing for existing<br />

programs for all <strong>of</strong> 2014 if our contract is renewed. Because <strong>of</strong> the many uses and<br />

program one person can attend, the number <strong>of</strong> users vs. number <strong>of</strong> swims can be<br />

complicated. CSC has worked with the <strong>City</strong> to create accurate numbers <strong>of</strong> actual<br />

participants and participation hours and have recorded and reported this information<br />

monthly as required – we would expect to continue such reporting. The full annual report is<br />

available upon request. The rates do not require membership and are based on whether you<br />

are a proven resident or not.<br />

a. The lap swim fee is the most complicated given the many options for the swimmers.<br />

i. The drop-in (1x) rate $6.00<br />

ii. The 12 punch pass is $52.00.<br />

1. The punch pass and drop-ins must use a punch for each visit or<br />

program they’re involved in.<br />

iii. The monthly pass is $50.00.<br />

1. Monthly pass holders can attend as many times in a month as they<br />

would like during the scheduled times.<br />

iv. We would also <strong>of</strong>fer an annual pass once our contract is renewed. The last<br />

pass provided was $550.00 and based on more regular use that would equal a<br />

cost <strong>of</strong> less than $2.25 per swim, based on 5 swims per week.<br />

b. The Open Recreation Swim fee is the second most important price structure. This<br />

new agreement is asking for an expansion <strong>of</strong> the “shoulder season” beyond the<br />

limited “family swim nights” we have <strong>of</strong>fered over the last few years and which is<br />

designed to <strong>of</strong>fer swim before and after the standard 8 week summer season.<br />

Weekend swims will be scheduled as per the final agreement and priced accordingly.<br />

c. Each year, CSC has been obligated to review the fees with a designated <strong>City</strong> staff<br />

member. This expectation would continue. Our fees are based on a market approach<br />

to programs and services available elsewhere in and around the <strong>City</strong> <strong>of</strong> <strong>Sunnyvale</strong>.<br />

All prices are structured on a resident vs. non-resident fee with the difference<br />

determined by <strong>City</strong> staff.<br />

d. Attachment 6 is our 20<strong>13</strong> pricing which was reviewed/approved in January <strong>of</strong> this<br />

year by city staff and includes all current programs. This pricing is planned to be<br />

continued for the remainder <strong>of</strong> 20<strong>13</strong> and as mentioned, if our contract is continued,<br />

would be frozen for residents for 2014 with no increases in existing programs until<br />

2015. We would also welcome a negotiation regarding open recreation swim prices.<br />

e. When reviewing fees annually we review the following:<br />

i. Program demand – program requests, customer survey’s, and general input.<br />

ii. Comparative analysis <strong>of</strong> other local programs <strong>of</strong>fering similar ‘public’ like<br />

uses.<br />

iii. Diversified programming choices and our limitations due to District uses.<br />

iv. Lane availability (keeping in mind District uses.)<br />

v. How to increase a program’s participation to a level that would allow for<br />

decreased individual pricing and increased income.<br />

vi. Staffing requirements to support the program (lessons vs. guarding vs. <strong>of</strong>fice<br />

support)<br />

vii. <strong>City</strong> staff input<br />
