Qualifications <strong>of</strong> the staff vary based on the responsibility <strong>of</strong> the staff member, but all CSC<br />

employees (company wide) are required to maintain basic First Aid and CPR certification.<br />

Lifeguards, most Coordinators, and Managers are required to maintain ARC lifeguard<br />

certification and CPR for the Pr<strong>of</strong>essional Rescuer or the equivalent. Nearly all instructors<br />

are either guard certified or water safety certified. Attachment 3 includes the resumes <strong>of</strong> a<br />

few <strong>of</strong> the leadership, as well as a training plan for all aquatics staff. It should be noted that<br />

the Site Manager was hired prior to the signing <strong>of</strong> the original contract with the <strong>City</strong> in June<br />

<strong>of</strong> 2002.<br />

The number <strong>of</strong> staff for each program will vary according to the demand <strong>of</strong> the program and<br />

as required by law. One staff member will be on site during all operational hours to answer<br />

questions, complete registrations, and <strong>of</strong>fer site tours. Our lap swim hours have a minimum<br />

<strong>of</strong> 2 lifeguards and as many as 4 while our open swims have a minimum <strong>of</strong> 4 and as many as<br />

9 on a rotational duty based on the season. Our year ‘round staff is 30 employees and our<br />

summer season increases by approximately 50%.<br />

5. CSC has an <strong>of</strong>ficial Emergency Action Plan (EAP) for the pool. See Attachment 5.<br />

This is printed and posted for all to see at the pool. Staff are repeatedly tested and <strong>of</strong> course<br />

required certifications cover emergencies in their training. Every accident and incident at<br />

the pool is required to be written and reported to management <strong>of</strong> the pool, the Director <strong>of</strong><br />

Operations, and the Directors. If the Manager and a Director agree it’s appropriate, the <strong>City</strong><br />

will also be informed. Follow up occurs each time, but the level <strong>of</strong> the follow up depends<br />

on the severity <strong>of</strong> the incident. Each action is taken as an opportunity to learn and improve.<br />

Specific to programs, there is a whistle code known and practiced by all on staff at the pool.<br />

This is part <strong>of</strong> standard lifeguard training. The CSC staff regularly communicates and<br />

collaborates with the school district staff to recognize these codes as an important link in<br />

safe pool activity.<br />

Additionally, CSC maintains a monthly safety checklist which includes punch lists for<br />

facilities, equipment, and the pool deck.<br />

CSC has also been instrumental in working with the District to develop safety procedures<br />

for access to chemical supply rooms and how to create or paint ‘safety zones’ around<br />

doorways leading to such rooms.<br />
