6-Year Comparison <strong>of</strong> Proposals<br />

The <strong>City</strong>’s direct costs under its agreement with the Fremont Union High<br />

School District are the same regardless <strong>of</strong> whether the <strong>City</strong> or an outside<br />

contractor manages the public use <strong>of</strong> the Fremont Pool. It should be noted that<br />

operation <strong>of</strong> Fremont Pool currently requires a subsidy, even after allowing for<br />

the payments made by a Contractor to the <strong>City</strong> and after the contribution from<br />

the Fremont Pool Endowment Fund. This is due to the <strong>City</strong>’s share <strong>of</strong> pool<br />

utilities and maintenance, as well as the utility and maintenance costs <strong>of</strong> the<br />

public swim building. In accordance with the agreement between the Fremont<br />

Union High School District and the <strong>City</strong>, these costs will be ongoing, regardless<br />

<strong>of</strong> who manages the public use <strong>of</strong> the pool.<br />

The next table, therefore, projects and compares the net cost to the <strong>City</strong> <strong>of</strong> the<br />

entire pool operation for the two options (Option 1: <strong>California</strong> Sports Center as<br />

Provider; or Option 2: <strong>City</strong> Community Services Division as Provider). The<br />

proposed Agreement would have a favorable impact to the General Fund when<br />

compared to the <strong>City</strong> providing the public swim program at Fremont Pool<br />

directly.
