programs from the ground up, and consistent with the operational agreement<br />

that mandated a broad array <strong>of</strong> swim opportunities such as lap swim, masters<br />

programs, swim opportunities for children, swim lessons for all ages,<br />

recreational/family swim opportunities, diving, water exercise classes, and<br />

safety and training classes. CSC also had a pool at Blackford High School for<br />

10 years (1991 – 2001) and operated seasonal pools in San Jose.<br />

David and Anne Peterson are the principal owners <strong>of</strong> CSC. Mr. Peterson,<br />

founder and Director, serves as CSC’s overall liaison with <strong>City</strong> staff. He<br />

manages business development and hires and supervises the management<br />

staff. Ms. Peterson, Chief Financial Officer and Director, oversees the financials<br />

<strong>of</strong> the company, provides on-site financial oversight, and hires the <strong>of</strong>fice<br />

coordinators for all CSC locations. Ricky Silva would continue on as the fulltime,<br />

on-site manager. He is a certified pool operator and has 11 years’<br />

experience managing direct operations, including all staffing, <strong>of</strong> the Fremont<br />

Pool public swim programs. He is a certified lifeguard and a head coach.<br />

CSC Start-Up Strategy/Transition Plan<br />

Since CSC is the current Contractor at Fremont High School Pool, there would<br />

be no impact on programming to the public as a result <strong>of</strong> approving a new<br />

agreement with CSC. CSC is not planning any major changes in staffing,<br />

schedules, fees or programming.<br />

CSC Participant Fees<br />

CSC has indicated that it will freeze the current resident pricing for existing<br />

programs for all <strong>of</strong> 2014.<br />

CSC Pool Programs and Services<br />

Hours <strong>of</strong> operation: 5:00 a.m. – 8:00 p.m. weekdays, 7:00 a.m. – 5:00 p.m.<br />

weekends. To accommodate specialized programming, hours may be extended<br />

seasonally to 10:00 p.m. weekdays and to 7:00 p.m. weekends.<br />

6:00 p.m. – 8:00 p.m. Minimum <strong>of</strong> 6 lanes<br />

Saturday and Sunday Minimum <strong>of</strong> 6 lanes mid-August through<br />

8:00 a.m. – 11:00 a.m. April and 8 lanes May to mid-August<br />

Mix <strong>of</strong> Services:<br />

Masters Swim – minimum <strong>of</strong> 2,500 lane hours per year
