Page 4 of 11 programs from the ground up, and consistent with the operational agreement that mandated a broad array of swim opportunities such as lap swim, masters programs, swim opportunities for children, swim lessons for all ages, recreational/family swim opportunities, diving, water exercise classes, and safety and training classes. CSC also had a pool at Blackford High School for 10 years (1991 – 2001) and operated seasonal pools in San Jose. David and Anne Peterson are the principal owners of CSC. Mr. Peterson, founder and Director, serves as CSC’s overall liaison with City staff. He manages business development and hires and supervises the management staff. Ms. Peterson, Chief Financial Officer and Director, oversees the financials of the company, provides on-site financial oversight, and hires the office coordinators for all CSC locations. Ricky Silva would continue on as the fulltime, on-site manager. He is a certified pool operator and has 11 years’ experience managing direct operations, including all staffing, of the Fremont Pool public swim programs. He is a certified lifeguard and a head coach. CSC Start-Up Strategy/Transition Plan Since CSC is the current Contractor at Fremont High School Pool, there would be no impact on programming to the public as a result of approving a new agreement with CSC. CSC is not planning any major changes in staffing, schedules, fees or programming. CSC Participant Fees CSC has indicated that it will freeze the current resident pricing for existing programs for all of 2014. CSC Pool Programs and Services Hours of operation: 5:00 a.m. – 8:00 p.m. weekdays, 7:00 a.m. – 5:00 p.m. weekends. To accommodate specialized programming, hours may be extended seasonally to 10:00 p.m. weekdays and to 7:00 p.m. weekends. Lap Swim: Minimum Adult Lap Swim Times Minimum Number of 25-Yard Lanes Monday – Friday 6:00 a.m. – 8:00 a.m. Minimum of 4 lanes (Could be 50-meter lanes) 11:30 a.m. – 1:30 p.m. Minimum of 4 lanes 6:00 p.m. – 8:00 p.m. Minimum of 6 lanes Saturday and Sunday Minimum of 6 lanes mid-August through 8:00 a.m. – 11:00 a.m. April and 8 lanes May to mid-August Mix of Services: Masters Swim – minimum of 2,500 lane hours per year
Page 5 of 11 Water Exercise Instructional Lessons Youth/Adult – minimum of 7,000 lane hours per year Open Swim – 2,004 lane hours seven days a week during 8 weeks of summer; and minimum of 192 lane hours on weekends from May to mid- June and mid-August to September Water Polo Competitive Diving Safety Training Summer Camps Swim Team – minimum of 8,000 lane hours for local swim teams Rental Group Community Events OPTION OF THE CITY DIRECTLY PROVIDING PUBLIC SWIM PROGRAMS Qualifications of City of Sunnyvale The City does not currently have the expertise or the staff to run a full-scale multi-program, year-round aquatics facility, but does have experience in developing complex programs and obtaining the appropriate staff to run them. If the City were to directly operate the public swim programs at Fremont pool, the City would need to build its reputation as a full-service aquatics provider (e.g., pre-competitive, competitive, Masters), since the City is currently known as a provider of only recreational aquatics services. From a logistical standpoint, start-up time would be significant, due to the need to establish job specifications for key staff, follow Human Resources and City protocols, and the need to build an organizational infrastructure from the ground up. City Start-Up Strategy/Transition Plan While some programs could be offered immediately, assuming the City was able to hire sufficient lifeguards (e.g., lap swimming, rental agreements with longterm users), full programming would likely not be available for six months, in large part due to the need to assemble a staffing team. Participation would likely be impacted, due to a lapse in service. Staff would initially focus on core programming, and then would look to add additional programming as staffing was available. City Participant Fees The City would expect participant fees to be in line with the fees currently charged at Fremont High School Pool, which are market-based. City Pool Program and Services Hours of operation: 5:00 a.m. – 8:00 p.m. weekdays, 7:00 a.m. – 5:00 p.m. weekends. (Attachment C – Sample City Schedule).
