Dr. Kissinger in an exchange <strong>of</strong> pleasantries said that when he had<br />

visited <strong>Greece</strong>, he had concluded that perhaps the U.S. and <strong>Greece</strong><br />

should exchange political leaders. Our leaders are pragmatists and<br />

<strong>Greece</strong> has many practical problems to be solved. The leaders <strong>of</strong> <strong>Greece</strong><br />

are men who like to operate in terms <strong>of</strong> wide vision and the United<br />

<strong>State</strong>s could use some <strong>of</strong> that.<br />

The conversation ended with Dr. Kissinger’s reassurance <strong>of</strong> the<br />

President’s policy.<br />

Military Aid Policy Toward <strong>Greece</strong><br />

Washington, April 26, 1969.<br />

The President has requested a review <strong>of</strong> our current military aid<br />

policy toward <strong>Greece</strong>.<br />

The President has directed that a study be prepared by the NSC<br />

Interdepartmental Group for the Near East which presents arguments<br />

pro and con on the resumption <strong>of</strong> full military assistance.<br />

This study should include an assessment <strong>of</strong> the present political<br />

situation in <strong>Greece</strong> as it affects U.S. interests.<br />

This study should be forwarded to the Review Group by May 16.<br />
