volunteers are available. However, without prejudice to the above, and at the sole discretion of the<br />

Employer, those employees who are required to be available for mandatory overtime assignments<br />

on Thanksgiving Day, the day after Thanksgiving, December 24th, December 25th, December<br />

31st, January 1st, the Martin Luther King Day holiday and, the President's Day holiday will be<br />

placed on standby time to assure their availability for duty.<br />

Standby time assignments will be for a minimum of one full shift. Employees placed on<br />

standby time will be notified of the assignment prior to the end of their last scheduled shift before<br />

the commencement of the standby time assignment.<br />

If the Employer determines that standby time will be used on any or all of the<br />

aforementioned days, employees will be selected for mandatory standby time assignments based<br />

on their Master Agreement Seniority, beginning with the most senior employee. Subsequent<br />

standby time assignments will be rotated among remaining appropriately classified employees in<br />

the equalization unit, according to their Master Agreement Seniority, beginning with the most<br />

senior employee with the least number of standby time assignments during the calendar year.<br />

Employees placed on standby time on any of the days designated above, are prohibited<br />

from consuming any alcohol whatsoever during the period they are in standby status. Designated<br />

standby employees are required to be available for duty in accordance with Article 23 (Standby<br />

Time) of the Master Agreement, and all provisions of Article 23 shall continue to be applicable to<br />

employees placed on standby time pursuant to this Section.<br />

An employee not placed on standby time on one of the days identified above, shall not be<br />

charged with time worked for equalization purposes if he/she is unavailable for an overtime<br />

assignment on one of the designated days. Employees will be entitled to double time for all<br />

overtime hours worked when they are required to work on one of the designated standby days, but<br />

have not been placed on standby time. Employees who cannot be reached for an overtime<br />

assignment on one of the designated standby days, will not be subject to discipline for being<br />

unavailable if they were not placed on standby time.<br />

Department of Transportation Seniority<br />

The provisions of the Master Agreement will be modified to the extent that Master<br />

Agreement Seniority will be used for all purposes by Department of Transportation employees<br />

covered by this Appendix. Classification Seniority will no longer be maintained for Department of<br />

Transportation employees covered by this Appendix.<br />

Department of Transportation Meal Expenses<br />

Employees who are required by the Employer to travel outside their assigned County, and<br />

at least 15 miles from their normal work site, shall be reimbursed for out of pocket lunch expenses<br />

not to exceed $3.50, including sales tax, provided that the Employer has required them to remain<br />

away from their normal work site during their lunch period.<br />

For Department of Transportation employees covered by this Appendix, Article 8, Section<br />
