Where there is a need to restrict the number of employees for training, interested<br />

employees shall be selected on a Master Seniority basis, subject to Management's responsibility to<br />

maintain efficient operations and/or need mandated certification requirements.<br />

Emergency Response Teams (ERT) - Department of Environmental Protection<br />

1. The Employer shall establish ERT slots by classification and location.<br />

2. Slots will be open to employees in the same classification and headquartered at the same<br />

location as the slot.<br />

3. When more than one employee bids on a slot the employee with the most engineering and<br />

scientific bargaining unit (B-4) seniority will be awarded the slot. A candidate will not be<br />

considered if he/she received a yearly performance evaluation below "meets<br />

objectives/factors" or received discipline in the form of a suspension or stronger in the<br />

preceding twelve months.<br />

4. If a non-bargaining unit employee is placed in a slot where no eligible bargaining unit<br />

employees bid on the slot at a location where a trainee in the appropriate specialty is<br />

headquartered, the non-bargaining unit employee will remain in the slot for a minimum of<br />

12 months after the trainee becomes a specialist. If an employee in the appropriate specialty<br />

and headquarters expresses an interest in the slot at the end of the 12-month period, he/she<br />

will be awarded the slot in accordance with Item #3 above.<br />

5. If an ERT member subsequently has their classification changed without a headquarter<br />

change, he/she will have the option to remain an ERT member.<br />

6. If an ERT member is subsequently promoted out of the bargaining unit without a<br />

headquarters change, he/she will have the option to remain an ERT member.<br />

7. Overtime equalization shall be by individual.<br />

8. The following are minimum requirements for maintaining team membership:<br />

a. Pass baseline physical and be certified to be able to wear a respirator (selfcontained<br />

breathing apparatus) and protective clothing. Pass annual check-up and<br />

certification.<br />

1. Five-day course.<br />

2. One-day refresher course annually.<br />
