2. Study background<br />

This secti<strong>on</strong> provides the c<strong>on</strong>text within which this Study is being prepared. Specifically, this secti<strong>on</strong><br />

provides background informati<strong>on</strong> <strong>on</strong> the importance <strong>of</strong> SMEs for both the EU and the Malta<br />

ec<strong>on</strong>omies. This secti<strong>on</strong> also details a number <strong>of</strong> SME-related initiatives.<br />

2.1 The role <strong>of</strong> SMEs in the EU and in Malta<br />

The growth <strong>of</strong> SMEs is a key driver <strong>of</strong> EU growth given that Europe’s 23 milli<strong>on</strong> SMEs currently<br />

c<strong>on</strong>tribute more than 50% <strong>of</strong> the <strong>to</strong>tal value added in the n<strong>on</strong>-financial business ec<strong>on</strong>omy and about<br />

two-thirds <strong>of</strong> <strong>to</strong>tal employment. In additi<strong>on</strong>, SMEs provided 80% <strong>of</strong> all new jobs in Europe in the past<br />

five years 2 . Small businesses are particularly important since they bring in<strong>to</strong> the markets innovative<br />

products or techniques <strong>to</strong> the market.<br />

The role <strong>of</strong> SMEs in Malta is even more pr<strong>on</strong>ounced. In Malta almost all businesses (c. 99.9%) fall<br />

under the EC definiti<strong>on</strong> <strong>of</strong> an SME 3 . Moreover, Malta accounts for the largest share <strong>of</strong> micro-firms<br />

out <strong>of</strong> all firms in the EU, since micro-firms represent 95 out <strong>of</strong> every 100 local businesses. These<br />

micro-firms account for slightly more than <strong>on</strong>e third <strong>of</strong> the private sec<strong>to</strong>r employment. In fact, with<br />

an average <strong>of</strong> about 3 pers<strong>on</strong>s per business, Malta is referred <strong>to</strong> by the EC as being “quintessentially<br />

a small business ec<strong>on</strong>omy” 4 . Malta’s SMEs c<strong>on</strong>tribute <strong>to</strong> about two-thirds <strong>of</strong> <strong>to</strong>tal value added, which<br />

is notably higher than the EU-27 average <strong>of</strong> c. 58% as shown in Table 2 below. Micro enterprises<br />

c<strong>on</strong>tribute circa 26% <strong>of</strong> <strong>to</strong>tal Malta GDP.<br />
