access <strong>to</strong> finance is largely in the hands <strong>of</strong> the individual Member States. Hence it suggests that<br />

additi<strong>on</strong>al initiatives be undertaken, including the exploitati<strong>on</strong> <strong>of</strong> capital markets and encouraging<br />

investment through fiscal policies, investing revenue in equity, boosting public SME finance<br />

schemes and devoting particular attenti<strong>on</strong> <strong>to</strong> financing the first growth phase <strong>of</strong> firms 15 .<br />

2.4 SME initiatives in Malta<br />

In Malta, the main sources <strong>of</strong> finance available <strong>to</strong> SMEs relate primarily <strong>to</strong> traditi<strong>on</strong>al sources such<br />

as bank overdrafts and bank loans, apart from pers<strong>on</strong>al savings and financing obtained from family<br />

or friends. Most companies are also eligible for assistance through nati<strong>on</strong>al/ EU funds. It is <strong>on</strong>ly the<br />

larger/ more advanced companies that are able <strong>to</strong> deviate from the traditi<strong>on</strong>al sources <strong>of</strong> finance<br />

and tap the b<strong>on</strong>d and equity markets, inves<strong>to</strong>r funds and informal venture capital/ private equity<br />

funds. The following sub-secti<strong>on</strong> provides further detail <strong>on</strong> incentives related <strong>to</strong> SMEs in Malta.<br />

2.4.1 The Small Business Malta Act<br />

Malta’s SME policy is largely based <strong>on</strong> EU SME policy, primarily through the adopti<strong>on</strong> <strong>of</strong> the Small<br />

Business (Malta) Act (2011), which includes various specific SME measures such as:<br />

Ensuring that all new proposed legislati<strong>on</strong> has been adequately vetted <strong>to</strong> identify potential<br />

impact <strong>on</strong> enterprise and suitable measures taken <strong>to</strong> mitigate or remove any identified<br />

negative impacts especially <strong>on</strong> the smaller firms, as far as possible through an SME test or<br />

impact assessment.<br />

Ensuring a more user friendly legislati<strong>on</strong> particularly where this requires compliance from<br />

businesses through various measures such as a standstill period between publicati<strong>on</strong> and<br />

coming in<strong>to</strong> force <strong>of</strong> such legislati<strong>on</strong> focused informati<strong>on</strong> campaigns, and the preparati<strong>on</strong> <strong>of</strong><br />

User Guidelines.<br />

Setting up a dedicated c<strong>on</strong>sultative body, the Enterprise C<strong>on</strong>sultative Council, <strong>to</strong> assist<br />

government in the formulati<strong>on</strong> and implementati<strong>on</strong> <strong>of</strong> enterprise policy and <strong>to</strong> discuss and<br />

propose measures addressing problem areas effecting businesses. The Council, set up in<br />

2010, is made up <strong>of</strong> both Government agencies and employers representative bodies.<br />

Setting up <strong>of</strong> a Regula<strong>to</strong>rs Forum (College <strong>of</strong> Regula<strong>to</strong>rs) <strong>to</strong> advise government <strong>on</strong><br />

formulati<strong>on</strong> and review and implementati<strong>on</strong> <strong>of</strong> regula<strong>to</strong>ry policy.<br />

Requiring public sec<strong>to</strong>r entities whose services are primarily intended for businesses <strong>to</strong><br />

undertake regular independent surveys <strong>of</strong> cus<strong>to</strong>mer satisfacti<strong>on</strong> in order <strong>to</strong> c<strong>on</strong>stantly<br />

improve their service delivery.<br />

Centralising <strong>on</strong>line business informati<strong>on</strong> <strong>to</strong> provide a central reposi<strong>to</strong>ry <strong>of</strong> all informati<strong>on</strong><br />

required by businesses <strong>on</strong> government provided services and government imposed<br />

requirements.<br />

The Maltese SBA also makes reference <strong>to</strong> the SME Envoy, tasked <strong>to</strong> oversee the<br />

implementati<strong>on</strong> <strong>of</strong> the initiatives <strong>of</strong> the SBA.<br />

set up in 2010 as a permanent forum <strong>to</strong> bring <strong>to</strong>gether several players within the SME field, m<strong>on</strong>i<strong>to</strong>ring the market situati<strong>on</strong>,<br />

bringing about policy initiatives that address practical obstacles faced by SMEs in obtaining credit.<br />
