D. Conclusions and recommendations<br />
5.57. It is clear from the review of active labor policies <strong>in</strong> the public sec<strong>to</strong>r and private<br />
<strong>in</strong>terventions that there are no magic solutions <strong>to</strong> the poor employment outcomes of PWD.<br />
Improv<strong>in</strong>g employment outcomes for people <strong>with</strong> disabilities starts <strong>with</strong> the education system and<br />
community attitudes. Public <strong>in</strong>terventions have achieved m<strong>in</strong>imal coverage over a susta<strong>in</strong>ed<br />
period, <strong>with</strong> no signs of significant improvement. There are relative out-performers by state<br />
under different programs, but even those achieve low outcomes <strong>in</strong> absolute terms. NGO<br />
programs face <strong>in</strong>herent challenges of scale and often need stronger l<strong>in</strong>kage <strong>to</strong> the labor market <strong>to</strong><br />
improve impact. Several recommendations emerge from the analysis:<br />
5.58. Improv<strong>in</strong>g public sec<strong>to</strong>r employment practices. First, the reservation for disabled<br />
workers needs <strong>to</strong> be reviewed and reformed. If a quota approach is reta<strong>in</strong>ed, it should be based<br />
on a share of all posts <strong>in</strong> public agencies and discont<strong>in</strong>ue the practice of “identified posts”. The<br />
Government should also review whether special employment exchanges should be <strong>in</strong>tegrated <strong>in</strong><strong>to</strong><br />
the regular exchange network. In either event, there must be a systematic engagement <strong>with</strong> the<br />
private sec<strong>to</strong>r <strong>to</strong> assess labor market demand and move away from the current focus on public<br />
sec<strong>to</strong>r employment. TN and Gujarat provide promis<strong>in</strong>g models <strong>in</strong> this regard. Awareness<br />
campaigns for public programs are needed, as knowledge about available programs rema<strong>in</strong>s low.<br />
5.59. Improv<strong>in</strong>g quality of private sec<strong>to</strong>r <strong>in</strong>itiatives, and strengthen<strong>in</strong>g public-private<br />
partnerships. GoI and the NGO and private sec<strong>to</strong>rs should jo<strong>in</strong>tly review the draft private sec<strong>to</strong>r<br />
<strong>in</strong>centives policy for people <strong>with</strong> disabilities developed by NCPEDP and FIICI <strong>to</strong> assess its<br />
f<strong>in</strong>ancial and adm<strong>in</strong>istrative feasibility and adopt those measures deemed workable <strong>in</strong><strong>to</strong> policy.<br />
There should be dissem<strong>in</strong>ation by the Commissioners’ offices of good practice <strong>in</strong> public and<br />
private sec<strong>to</strong>r enterprises <strong>in</strong> hir<strong>in</strong>g and promotion of <strong>in</strong>clusive workplaces for people <strong>with</strong><br />
disabilities. In particular, a review of the impact and viability of NHFDC should be carried out.<br />
At a m<strong>in</strong>imum, the structure of NHFDC schemes needs <strong>to</strong> be revised so as <strong>to</strong> give SCAs, NGOs<br />
and banks better <strong>in</strong>centives <strong>to</strong> participate, and accountability mechanisms for channell<strong>in</strong>g<br />
agencies improved. There should also be more experimentation <strong>with</strong> group-based lend<strong>in</strong>g <strong>to</strong><br />
disability SHGs, which has been shown <strong>in</strong> states like AP (and <strong>in</strong> ma<strong>in</strong>stream targeted credit<br />
programs) <strong>to</strong> be more effective than <strong>in</strong>dividual lend<strong>in</strong>g <strong>in</strong> expand<strong>in</strong>g credit coverage.<br />
5.60. Increas<strong>in</strong>g outreach <strong>to</strong> marg<strong>in</strong>alized groups and regions. Both public and NGO<br />
tra<strong>in</strong><strong>in</strong>g for disabled people needs <strong>to</strong> make greater efforts <strong>to</strong> <strong>in</strong>clude women <strong>with</strong> disabilities and<br />
a broader range of disabilities. They also need <strong>to</strong> develop simple processes for regular<br />
assessment of labor market demand. Pilot <strong>in</strong>terventions for rural outreach of both public and<br />
NGO active labor programs are needed, and public funds from exist<strong>in</strong>g programs should be<br />
dedicated <strong>to</strong> this purpose. This will require much stronger engagement <strong>with</strong> communities and<br />
SHGs of disabled people.<br />
