• collaboration between NGOs and the private sec<strong>to</strong>r is grow<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong> areas such<br />

supply of products <strong>to</strong> companies, tra<strong>in</strong><strong>in</strong>g support and placement services. Experience <strong>in</strong><br />

collaborations on tra<strong>in</strong><strong>in</strong>g and employment is discussed <strong>in</strong> Chapter 5.<br />

7.40 Overall, the disability NGO movement has contributed greatly <strong>to</strong> promot<strong>in</strong>g the<br />

<strong>in</strong>terests of PWD and awareness of their rights and situation. However, it rema<strong>in</strong>s <strong>in</strong> many<br />

ways an under-exploited resource <strong>in</strong> terms of fully mature partnerships between the public and<br />

NGO sec<strong>to</strong>rs. There are acknowledged shortcom<strong>in</strong>gs <strong>in</strong> the capacity of the disability NGO sec<strong>to</strong>r<br />

<strong>to</strong> grow <strong>in</strong><strong>to</strong> an expanded role, both <strong>in</strong> its own right and as a partner of government. These<br />

<strong>in</strong>clude lack of coord<strong>in</strong>ation <strong>with</strong><strong>in</strong> the NGO movement; need <strong>to</strong> <strong>in</strong>clude PWD themselves <strong>with</strong><strong>in</strong><br />

NGOs and <strong>to</strong> partner more <strong>with</strong> DPOs; need <strong>to</strong> develop better <strong>in</strong>ternal systems for resource<br />

management and program M&E; need <strong>to</strong> broaden the skills base of NGOs from the traditional<br />

core of special educa<strong>to</strong>rs and rehabilitation professionals <strong>to</strong> new skills such as legal advice, ITCrelated<br />

tra<strong>in</strong><strong>in</strong>g capacity, etc; need <strong>to</strong> <strong>in</strong>crease penetration <strong>in</strong> rural areas, which will <strong>in</strong> turn<br />

demand new modes of service delivery for organizations often reliant on urban professionals as<br />

their personnel base. Despite these challenges, the disability NGO movement rema<strong>in</strong>s a critical<br />

ac<strong>to</strong>r <strong>in</strong> promot<strong>in</strong>g full participation of PWD.<br />

7.41 (e) Informal <strong>in</strong>stitutions and PWD: Previous research has confirmed that<br />

<strong>in</strong>formal <strong>in</strong>stitutions – primarily the family – rema<strong>in</strong> the most important fac<strong>to</strong>r <strong>in</strong> the lives of<br />

PWD. 206 This section discusses briefly the role of <strong>in</strong>formal <strong>in</strong>stitutions, focus<strong>in</strong>g on the family<br />

and SHGs of PWD.<br />

7.42 The failures of government, market and collective action <strong>in</strong> relation <strong>to</strong> disability re<strong>in</strong>force<br />

the critical role of families <strong>in</strong> the lives of PWD. Other chapters provide evidence on the critical<br />

role of families – particularly the women <strong>in</strong> families – <strong>in</strong> provid<strong>in</strong>g support <strong>to</strong> PWD who require<br />

car<strong>in</strong>g and other forms of support. For example, among the more than half of PWD <strong>in</strong> rural UP<br />

and TN who required at least some car<strong>in</strong>g on a daily basis, this was provided by people outside<br />

the immediate household <strong>in</strong> less than 1 percent of cases. Such roles become <strong>in</strong>creas<strong>in</strong>gly<br />

important <strong>with</strong> age<strong>in</strong>g. The family also plays a major role <strong>in</strong> assist<strong>in</strong>g the PWD <strong>to</strong> f<strong>in</strong>d<br />

employment, as results from the survey also <strong>in</strong>dicate.<br />

7.43 The family is not however an unambiguous source of support by any means for PWD.<br />

This can play out <strong>in</strong> several ways:<br />

• the family may be over-protective of PWD members. This can be seen <strong>to</strong> some extent <strong>in</strong> the<br />

attitudes of parents of CWD <strong>to</strong> <strong>in</strong>clusive education reported <strong>in</strong> Chapter 4. It can also be seen<br />

<strong>in</strong> attitudes of parents <strong>in</strong> UP and TN <strong>to</strong>wards employment of their PWD family member<br />

• the family may – consciously or not – favour non-disabled household members over PWD<br />

(e.g. health evidence of this <strong>in</strong> child nutrition outcomes <strong>with</strong><strong>in</strong> households)<br />

• the family may be a direct source of harm <strong>to</strong> the PWD member (as evidence from Orissa on<br />

physical and sexual abuse of PWD women reported <strong>in</strong> Chapter 2 suggests).<br />

7.44 In some respects, the legal framework and cus<strong>to</strong>mary law plays a role <strong>in</strong> the relative<br />

position of PWD <strong>with</strong><strong>in</strong> families. This has many dimensions. For example, both H<strong>in</strong>du and<br />

Muslim traditions allow for dissolution of marriage <strong>in</strong> cases of mental <strong>in</strong>stability of one partner.<br />

This is reflected <strong>in</strong> the 1955 H<strong>in</strong>du marriage Act. There are also more specific examples like the<br />

prohibition on people <strong>with</strong> epilepsy and mental illness adopt<strong>in</strong>g children. In contrast, succession<br />

<strong>to</strong> property is not constra<strong>in</strong>ed under law by disability of any form.<br />
