The Wash<strong>in</strong>g<strong>to</strong>n Group has developed some model census questions on disability, as follows:<br />

72.2. Do you have difficulty hear<strong>in</strong>g even if us<strong>in</strong>g hear<strong>in</strong>g aid/s or are you deaf ?<br />
72.3. Do you have difficulty walk<strong>in</strong>g or climb<strong>in</strong>g stairs “<br />
72.4. Do you have difficulty remember<strong>in</strong>g or concentrat<strong>in</strong>g ?<br />
72.5. Do you have difficulty (<strong>with</strong> self-care such as ) wash<strong>in</strong>g all over or dress<strong>in</strong>g ?<br />
72.6. Do you have difficulties communicat<strong>in</strong>g (for example, understand<strong>in</strong>g or be<strong>in</strong>g unders<strong>to</strong>od by<br />

• revis<strong>in</strong>g the NSS disability module for the next dedicated round, <strong>in</strong> particular improv<strong>in</strong>g<br />
how questions about disability are asked, PWD household consumption <strong>in</strong>formation and<br />
other welfare <strong>in</strong>dica<strong>to</strong>rs. GoI, state governments and the non-government sec<strong>to</strong>r should also<br />
facilitate more detailed analysis of exist<strong>in</strong>g data than has been typical <strong>to</strong> date, and consider<br />
f<strong>in</strong>anc<strong>in</strong>g future analysis more systematically <strong>to</strong> address the large knowledge gaps on the<br />
socio-economic situation of people <strong>with</strong> disabilities.<br />
• <strong>in</strong>corporat<strong>in</strong>g disability questions <strong>in</strong><strong>to</strong> ma<strong>in</strong>stream health, education and other surveys <strong>to</strong><br />
an extent not done <strong>to</strong> date. This <strong>in</strong>cludes the ma<strong>in</strong> schedules of NSS, so that more reliable<br />
comparisons between the disabled and non-disabled populations on critical <strong>in</strong>dica<strong>to</strong>rs like<br />
educational atta<strong>in</strong>ment can be made.<br />
