<strong>CockburnCoast</strong><br />
the vision and objectives set for the Cockburn coast during the<br />
structure planning processes are carried through into the future.<br />
The seven precincts are:<br />
• Power Station precinct;<br />
• Hilltop precinct;<br />
• Robb Jetty precinct;<br />
• Emplacement precinct;<br />
• Darkan precinct;<br />
• Fremantle Village precinct; and<br />
• Newmarket precinct.<br />
The following sections establish the character guidelines for each of<br />
these precincts, and these should be followed by the relevant<br />
decision-making authorities when considering all future statutory<br />
plans, subdivision and development applications within the<br />
structure plan area.<br />
2.10.1 Power Station precinct<br />
The Power Station precinct is in the southern portion of the<br />
Cockburn coast area, and extends from Cockburn Coast Drive in<br />
the east to the foreshore in the west. It includes the South Fremantle<br />
power station, the existing electrical switchyard, and the proposed<br />
new development to the west of the freight rail line just south of Robb<br />
Jetty.<br />
As part of the Power Station activity node, development west of the<br />
freight rail line and north of McTaggart Cove has been included to<br />
maximise the redevelopment potential of the power station and its<br />
surroundings; enable passive surveillance of the foreshore;<br />
generate critical mass to support the proposed commercial<br />
outcomes and enable different activities along the beach.<br />
The precinct is the southern gateway to the Cockburn coast area,<br />
and interfaces with the Port Coogee development to the south and<br />
Beeliar Park to the east. It also has a direct interface with the project<br />
area’s southernmost east-west linear public open space linkage.<br />
Power Station precinct -<br />
major recreational retail and cultural event opportunity as a<br />
city-wide destination<br />
The precinct will be the activity hub of the Cockburn coast area,<br />
centred on the power station special development area with its local<br />
transit stop and associated mixed use and activity node focus.<br />
Medium and high-density residential development on the hillside will<br />
provide a backdrop to this activity node, complete with a series of<br />
landmark and gateway building sites located at strategic sites along<br />
Cockburn Coast Drive.<br />
Precinct character<br />
• Unique urban coastal node – principal activity focus of the<br />
project area.<br />
• The power station redevelopment is a central component<br />
of the activity node with activated mixed use links ideally<br />
linking over the rail line and integrating with the Cockburn<br />
Road node.<br />
• The redeveloped power station and surrounds are<br />
conceived as being a major recreational retail and cultural<br />
event opportunity, attracting people from across the<br />
metropolitan region as a family-oriented activity destination<br />
– an urban/post-industrial version of Sorrento Quay at<br />
Hillarys.<br />

• The local structure planning should address car parking<br />
provision and fully-integrated public transport links to<br />
support the commercial objectives of the structure plan.<br />
• The precinct should aim to create a strong sense of place,<br />
with an architectural response which complements and yet<br />
contrasts with the power station. New develop should be a<br />
contemporary interpretation of a post-industrial aesthetic,<br />
and should set the benchmarks for the total development<br />
area by providing quality mixed use and environmentally<br />
sustainable design.<br />
• The key open space links to Beeliar Park and Port<br />
Coogee, and the relationship of the built form to the linear<br />
park and northern bridge crossing, will be significant<br />
elements forming the character of the Power Station<br />
precinct, providing an exciting contrast and complement<br />
to the post-industrial character of the built form.<br />
Land use<br />
• Built form development encouraged to span over freight<br />
rail reserve to integrate land between Cockburn Road and<br />
the power station building. The range of land uses should<br />
include residential, office and entertainment.<br />
