<strong>CockburnCoast</strong><br />

The key themes, ideas and concepts discussed at the workshops<br />

included:<br />

• development of a sustainability framework;<br />

• improvement of east west connections into the area and<br />

consideration of additional access points into South<br />

Fremantle;<br />

• community facilities;<br />

• options for the South Fremantle switchyard;<br />

• public transport facilities (more than a general bus<br />

service);<br />

• employment nodes;<br />

• built form and architecture themes;<br />

• development to be focussed around future public<br />

transport option(s);<br />

• regeneration options for the South Fremantle power station<br />

building; and<br />

• protection of the existing foreshore and creation of green<br />

links to Beeliar Regional Park.<br />

Some of the concerns or considerations that emerged include:<br />

• impacts associated with extending the road network into<br />

the City of Fremantle;<br />

• impacts associated with building height in the foreshore<br />

area (recent projects in the area should not set the<br />

benchmark for height);<br />

• impacts of the freight rail line;<br />

• the need for existing business owners/operators to be<br />

comfortable that it is viable to make the change;<br />

• a staged approach to implementation (on a precinct by<br />

precinct basis); and<br />

• transition of non compatible land uses over time and<br />

recognition that existing uses have non conforming use<br />

rights.<br />

4.8.2 Building on the Vision for the<br />

Cockburn coast dialogue<br />

The broader communities of Fremantle, Coogee and Cockburn have<br />

been engaged in extensive 'dialogue' consultation programs in<br />

recent years. It was agreed at the onset of the project to build on this<br />

consultation and supplement it with targeted discussions with key<br />

community members, landowners and government agencies.<br />

A review of the Vision for the Cockburn coast dialogue report<br />

identified the following key planning themes:<br />

• mainly green open recreational space, as natural as<br />

possible, preserved from development, with no high rise<br />

except the power station;<br />

• South Fremantle power station redeveloped as an icon,<br />

with mixed use;<br />

• medium to high density housing developments to ensure<br />

sufficient population for a viable community and to support<br />

a comprehensive public transport system;<br />

• a vibrant beach culture, with access for young and old to<br />

cafes, restaurants, housing, active and passive recreation;<br />

• limited development and plenty of access to beach for<br />

general public;<br />

• good public transport through the area, well linked to<br />

major routes through to Fremantle and with good eastwest<br />

access; and<br />

• a vibrant community area that is family friendly, with clean<br />

and plentiful public facilities, which is a destination for<br />

locals and tourists.<br />

It is recognised that no one theme summarised participants' vision<br />

for the Cockburn coast and the structure plan project approach<br />

needed to identify a way forward to unite the key planning themes<br />

expressed at the Vision for the Cockburn coast dialogue. This was<br />

fundamental in establishing the project philosophy, the collaborative<br />

planning approach and the regional and sustainability framework.<br />

4.8.3 Informing the community<br />

The Cockburn coast district structure plan project was launched in<br />

June 2006, supplemented by an information brochure which was<br />

distributed to the cities of Cockburn and Fremantle, and all<br />

landowners and residents within the project boundaries.<br />

Throughout the structure plan process, the broader community was<br />

informed about the status of the plan, project management and<br />

outputs from the reference group workshops through the WAPC<br />

website (www.wapc.wa.gov.au).<br />
