The preparation of the district structure plan and the sustainability<br />
framework has involved existing landowner, local community<br />
members and stakeholder consultation, technical data collection<br />
and engagement with local and State Government authorities.<br />

The Cockburn coast steering committee, comprising senior<br />
representation from the Department of <strong>Planning</strong>, cities of Cockburn<br />
and Fremantle, and LandCorp, was established to guide the district<br />
structure plan project. A project working group, including<br />
representatives from the same organisations, was established to<br />
assist the steering committee progress the plan.<br />

4.8.1 Cockburn coast reference group<br />
A key factor in the development of the structure plan was the<br />
formation of the Cockburn coast reference group. The purpose of<br />
the reference group was to provide a balanced representation of<br />
stakeholder, community and landowner perspectives, enable input<br />
into the development of the plan, and provide a link for information<br />
to and from community, stakeholder and landowner groups.<br />
The reference group composition included 16 industrial landowners,<br />
nine community representatives/residents and six government<br />
stakeholders. Members of the project steering committee also<br />
attended the reference group workshops.<br />

Five reference group meetings were held between December 2006<br />
and July 2007. These followed a logical process of identifying key<br />
preferences and priorities, weighting sustainability principles,<br />
working through planning options and design concepts, and<br />
reaching agreement on a draft plan.<br />
