While the specific mechanisms to achieve the target, beyond the<br />
district structure plan, will need to be established by the ultimate<br />
delivery agency or agencies, some options for implementation are<br />
outlined briefly below.<br />
2.11.5.1 Affordable housing mechanisms<br />
Inclusionary zoning<br />
Able to be applied either on a mandatory or voluntary basis,<br />
inclusionary zoning uses the statutory planning scheme to achieve<br />
the housing target.<br />
Mandatory provision generally requires the construction of<br />
affordable housing to be included when a certain number of<br />
dwelling units are to be built. Cash in lieu payments or a levy on<br />
developer contributions can also be applied. While the mandatory<br />
provisions of affordable housing may be unpalatable to some<br />
sectors of the market, it must be considered in the context of<br />
delivering social diversity and the economic gain which will be<br />
delivered through the ultimate rezoning and redevelopment of the<br />
area for urban purposes.<br />
When applied voluntarily, density bonuses or development<br />
concessions can be gained by the developer for the provision of<br />
affordable accommodation for rent or purchase.<br />
Government land<br />
Conditions of sale or joint venture partnerships on governmentowned<br />
land can be applied to bind incoming private owners of<br />
partners to deliver the affordable housing target.<br />
Identification of sites for public rent<br />
This option requires the identification of appropriate sites for<br />
purchase at market value by Government and community housing<br />
providers for social housing initiatives, as applied within the Subiaco<br />
and East Perth Redevelopment Authority areas.<br />
Other approaches<br />
Cooperative building programs and shared equity/shared<br />
ownership schemes may also be useful to explore for the Cockburn<br />
coast.<br />
Affordability of the accommodation over the long term should be<br />
secured through legal mechanisms, such as restrictive covenants,<br />
to ensure the benefits extend beyond the first generation of<br />
homeowners or tenants.<br />
2.11.6 Community engagement and<br />
capacity building<br />
Engaging the community in the planning, design and development<br />
of the Cockburn coast has been a key component in the preparation<br />
of the structure plan and will be a part of its successful<br />
implementation.<br />
To date, the project has been guided by the outcomes of the Vision<br />
for Cockburn Coast dialogue, the reference group established for<br />
the structure plan (discussed further in Chapter 4) and the statutory<br />
public comment process. The ongoing involvement and evolution of<br />
the Reference Group will be an important feature as detailed<br />
planning progresses.<br />
This ongoing consultation process will need to be supplemented by<br />
further community development and capacity building initiatives as<br />
the project commences to build out, with a key focus on:<br />
• Maximising community participation, including local<br />
residents, community groups and Indigenous interests;<br />
• Establishment of local community groups - e.g.<br />
conservation and heritage committees<br />
• Event and activity development;<br />
• Establishing partnerships and utilising existing community<br />
networks; and<br />
• Facilitating local economic development.<br />
These opportunities to creating and shape the new community will<br />
require a collaborative effort between existing residents,<br />
landowners, developers, State Government agencies, the cities of<br />
Cockburn and Fremantle and community organisations.<br />
2.11.7 Employment<br />
Encouraging the development of new jobs and intensification of<br />
existing employment in the Cockburn coast is a key component of<br />
the structure plan. Facilitating local employment is driven by a<br />
number of objectives:<br />
• Encouraging local economic development through the<br />
attraction of high end, intensive employment opportunities;<br />
• Enabling existing industrial operations to transition to<br />
higher order uses when it is appropriate for them to do so;<br />
• Activating urban environments through street level activity;<br />
• Reducing transport demand by encouraging movement<br />
within, as well as from the project area;<br />
• Making effective use of public transport by encouraging<br />
journey to work patronage into, as well as out of, the area;<br />
and<br />
• Encouraging a diversity of employment which meets the<br />
needs of the local community and fulfils current gaps in<br />
the existing employment base.<br />
