5.3 Development influences<br />

in the region<br />

The Cockburn coast has a number of existing features that are likely<br />

to influence the redevelopment and the area of influence.<br />

• It will be a high profile redevelopment area: experience<br />

of other redevelopment projects is that they attract a<br />

premium in the marketplace of between 15 and 25 per<br />

cent compared with their local region. Links with the<br />

existing community and centres will be important to<br />

enable integration.<br />

• The redevelopment area is in a coastal location: evidence<br />

exists that coastal residential developments consistently<br />

achieve a premium of more than two per cent<br />

compounded each year. While income from premium land<br />

development will enable significant cross-subsidy for<br />

environmental remediation and infrastructure 'pump<br />

priming', it will create a challenge in terms of affordability.<br />

A mix of accommodation densities, size and tenure will be<br />

needed to address this issue.<br />

• The redeveloped power station will be a major mixed use<br />

activity hub: it will be the feature of the town centre and<br />

has the potential to create an additional western focus for<br />

the City of Cockburn. The link between the Cockburn<br />

Central retail and employment hub in the east could be a<br />

key regional link and a major activity axis within the City of<br />

Cockburn.<br />

• The coastal location will provide access to the beach and<br />

will be a major visitor attraction for a large proportion of<br />

the area of influence's population: access to the beach is<br />

an important aspect of Perth life and the combination of<br />

the Port Coogee marina and the revitalised power station<br />

will create a vibrant place for entertainment and active<br />

and passive recreation. It will be a local and regional<br />

gathering place.<br />

• The district structure plan includes an assumption that<br />

parts of the area of influence will be served by a bus rapid<br />

transit system: improved access to public transport<br />

facilitated by the structure plan will enable the Cockburn<br />

coast community to enjoy links to Fremantle and the<br />

attractions of the strategic regional centre.<br />

5.4 Key housing and<br />

demographic<br />

implications<br />

The sum of the regional influences will attract socio-economic<br />

segments which are somewhat different to the current local region:<br />

The demographics of Mosman Park and Cottesloe are instructive.<br />

Specifically, compared with the current local population the new<br />

demographic is likely to be:<br />

• wealthier;<br />

• older;<br />

• with fewer children; and<br />

• in professional services jobs or other higher income<br />

employment sectors.<br />

Inclusive of the Port Coogee and South Beach developments, and<br />

the redevelopment of the structure plan area, approximately 7400<br />

dwellings will be present upon completion, with the distribution<br />

being:<br />

• Port Coogee 1600 dwellings;<br />

• South Beach 500 dwellings; and<br />

• District plan area 4850 dwellings.<br />

This represents almost 30 per cent of all forecast growth in the area<br />

of influence to 2026. The density of these dwellings is likely to be<br />

significantly more intense than the pattern of the area of influence,<br />

where the predominant residential accommodation style is<br />

detached, single storey and on a large lot. The current structure plan<br />

area is likely to have an average density similar to other urban infill<br />

projects ie Subiaco and East Perth. This level of intensification will<br />

be vital to the sustainability of any rapid public transit network. It is<br />

also in accordance with the goals of Directions 2031 - to establish<br />

fuller use of urban land and to encourage people on to public<br />

transport.<br />

It is estimated that the final population of the Cockburn coast<br />

structure plan area will be in the order of 10 000 new residents.<br />

Combined with the Port Coogee and South Beach developments,<br />

the residential population is anticipated to be approximately 14 500<br />

residents, with 3500 and 1000 new residents respectively.<br />

The projected population figures for the structure plan area are<br />

based on the estimated housing type (as shown in Table 5.1) and<br />

projected household mix (refer to Table 5.2) .<br />

5.5 Preferred housing mix<br />

The Reference Group determined a preferred housing mix for the<br />

district structure plan as shown in Table 5.1.<br />
