The SEQCCS proposes to apportion only 20% <strong>of</strong> <strong>the</strong> RTDI to soils <strong>for</strong> <strong>the</strong> purpose <strong>of</strong> deriving soil<br />

remediation guidelines. This "Soil Allocation Factor" (SF) <strong>of</strong> 20% allows <strong>for</strong> 80% <strong>of</strong> <strong>the</strong> remaining<br />

tolerable incremental exposure to be reserved <strong>for</strong> o<strong>the</strong>r media (i.e., food, air, water, <strong>and</strong> consumer<br />

products). Although this soil allocation factor has been arbitrarily established, <strong>the</strong> SEQCCS believes<br />

that soils contaminated at <strong>the</strong> guideline level will not cause <strong>the</strong> total exposure from all media (air, water,<br />

food, <strong>and</strong> contaminated soil), via all direct <strong>and</strong> indirect pathways (ingestion, inhalation, <strong>and</strong> dermal<br />

absorption), to exceed <strong>the</strong> TDI. The generic soil guidelines are calculated after considering <strong>the</strong> sum <strong>of</strong><br />

<strong>the</strong> background soil exposure <strong>and</strong> <strong>the</strong> percentage (20%) <strong>of</strong> residual tolerable daily intake allocated to<br />

soil (Figure 19).<br />
