contaminant concentration in the receiving soil (assumed to be a background concentration initially) to
the residential/parkland/commercial land use guideline:
C i = 14.3 × SQG RPC - 13.3 × BSC [3]
It follows that a soil quality guideline for the industrial site that exceeds C i may endanger surrounding
land that is under a more sensitive use because of the threat of erosion and subsequent off-site
deposition. Therefore, if the PSQG HH for the industrial site exceeds C i , SQG HH should be set at C i .
Conversely, if PSQG HH for the industrial site is less than C i , SQG HH should be set at the PSQG HH
A review of nine metal contaminants showed that C i calculated by equation (3) averaged 12 times the
magnitude of the interim residential/parkland guidelines. Therefore, to protect against off site
contamination, it is recommended that commercial and industrial land use guidelines for stable
contaminants be capped at 15X the residential/parkland land use guidelines.
