PURPOSE
The purpose of this report is to seek council’s determination of an application for a Material
Change of Use for a 30 metre high telecommunication tower at 1 Illoura Place, Cooroibah.
The application is before council as the proposal received more than 20 public submissions.
EXECUTIVE SUMMARY
The application seeks approval for a new 30 metre high telecommunication tower to provide
3G coverage for mobile phone and broadband internet users on both the Telstra and Optus
networks. The applicant identifies a need for improved coverage in the Cooroibah area and
a number of submissions have been received in support of the proposal, reinforcing this
view.
The tower use is identified as an inconsistent use within the entire Cooroibah locality under
the Noosa Plan, including the Rural Residential zone where the site is located.
