The reasons <strong>for</strong> estimated profitability <strong>for</strong> Southwest-based f<strong>in</strong>ns are<br />

varied, but <strong>the</strong>y are directly attributable to one major operat<strong>in</strong>g factor that<br />

controls <strong>the</strong> <strong>in</strong>dustry. Greenhouse space represents a fixed production area. ,<br />

There are few options, with<strong>in</strong> reason, <strong>for</strong> <strong>in</strong>creas<strong>in</strong>g annual production from<br />

<strong>the</strong> greenhouse floor area. High <strong>in</strong>tensity discharge (H.I.D.) light<strong>in</strong>g is one<br />

accepted means <strong>for</strong> <strong>in</strong>creas<strong>in</strong>g production, but it is not readily feasible to plant<br />

more rose bushes per square foot or coax additional blooms from a plant.<br />

Because production is fixed, annual revenue is also similarly fixed. Bloom<br />

prices do not change dramatically, and no s<strong>in</strong>gle producer with<strong>in</strong> a region is<br />

able to receive substantially higher prices than ano<strong>the</strong>r producer. There<strong>for</strong>e<br />

<strong>the</strong> opportunities <strong>for</strong> <strong>in</strong>creas<strong>in</strong>g profitability come from lower<strong>in</strong>g operat<strong>in</strong>g<br />

costs.<br />

The Southwest offers, relative to <strong>the</strong> rest of <strong>the</strong> U.s., less expensive<br />

annual operat<strong>in</strong>g costs. Overall utility costs are low, land prices are<br />

competitive, and labor is both less expensive and available at <strong>the</strong> lower wage<br />

rates. Despite <strong>the</strong> situation that Midwest and East Coast growers are closer to<br />

<strong>the</strong> major markets and receive higher product prices than <strong>the</strong> Southwest<br />

growers, <strong>the</strong> lower operat<strong>in</strong>g costs <strong>in</strong> <strong>the</strong> Southwest offset <strong>the</strong> o<strong>the</strong>r regions'<br />

advantages.<br />

The examples from Scranton and Columbus illustrate <strong>the</strong> precarious<br />

advantage of H.LD. light<strong>in</strong>g. Both areas show estimated profitability, both<br />

with respect to <strong>the</strong> Southwest and to o<strong>the</strong>r domestic locations. The <strong>in</strong>centive<br />
