light<strong>in</strong>g. However, slight <strong>in</strong>creases <strong>in</strong> electricity rates, on <strong>the</strong> order of only<br />

SO.002-0.005/kWh, dramatically shift profitability to a negative position.<br />

Prospective growers will want to carefully evaluate <strong>the</strong> stability of <strong>the</strong> local<br />

utility and its rate policies be<strong>for</strong>e committ<strong>in</strong>g to H.l.D. light<strong>in</strong>g.<br />

Some of <strong>the</strong> po<strong>in</strong>ts brought out <strong>in</strong> this analysis may be considered as<br />

elements necessary fer a successful venture. A primary consideration is that<br />

high levels of quality bloom production are absolutely required. The high<br />

annual solar radiation <strong>in</strong> <strong>the</strong> Southwest, particularly <strong>in</strong> <strong>the</strong> w<strong>in</strong>ter time when<br />

<strong>the</strong> crop is grow<strong>in</strong>g <strong>for</strong> holiday sales, is a natural resource benefit that has<br />

considerable f<strong>in</strong>ancial rewards. By not hav<strong>in</strong>g to <strong>in</strong>vest <strong>in</strong> and operate H.LD.<br />

light<strong>in</strong>g, <strong>the</strong> Southwest grower saves on f<strong>in</strong>anc<strong>in</strong>g and annual operat<strong>in</strong>g costs<br />

to an enormous degree relative to <strong>the</strong> o<strong>the</strong>r regions.<br />

A second necessary element is a skilled labor <strong>for</strong>ce that is both will<strong>in</strong>g<br />

and able to work <strong>for</strong> competitive wage rates. Annual costs <strong>for</strong> labor, expressed<br />

as a percentage of <strong>the</strong> total operat<strong>in</strong>g budget, range between 40 to 50%. Labor<br />

costs represent <strong>the</strong> s<strong>in</strong>gle largest expenditure <strong>for</strong> a grower. Opportunities <strong>for</strong><br />

enhanced automation, <strong>the</strong> substitution of capital <strong>for</strong> labor, appear to be<br />

limited. There<strong>for</strong>e <strong>the</strong> grower will have to attract labor at rates that are both<br />

sufficient <strong>for</strong> <strong>the</strong> worker and competitive <strong>for</strong> a profitable enterprise. Because<br />

<strong>the</strong> overall cost of liv<strong>in</strong>g tends to be considerably lower <strong>in</strong> <strong>the</strong> Southwest,<br />

labor rates also tend to be lower, particularly <strong>for</strong> agriculture-based labor. It is<br />

likely that <strong>the</strong> relative cost-of-liv<strong>in</strong>g <strong>in</strong>dices will cont<strong>in</strong>ue to be lower <strong>in</strong> <strong>the</strong><br />

Southwest, <strong>the</strong>re<strong>for</strong>e contribut<strong>in</strong>g to a long-term economic advantage <strong>for</strong> <strong>the</strong><br />

grower.<br />

In summary, it is esp,mated<strong>in</strong> this report that a cut-flower rose<br />

operation may be established and operated <strong>in</strong> a Southwest location at a<br />

profitable level. Because of <strong>the</strong> lower real estate prices <strong>in</strong> <strong>the</strong> Southwest, less<br />

capital is required to start a new greenhouse bus<strong>in</strong>ess. In addition, no special<br />

<strong>in</strong>centives are necessary <strong>for</strong> <strong>the</strong> operation. Ra<strong>the</strong>r, <strong>the</strong> Southwest offers<br />

natural resource and cost of liv<strong>in</strong>g advantages that make <strong>the</strong> region an<br />

economically-preferred location. U.S. growers, seek<strong>in</strong>g expansion or<br />

relocation sites, should consider <strong>the</strong> opportunities af<strong>for</strong>ded by a Southwest<br />

location. New growers to <strong>the</strong> <strong>in</strong>dustry should consider <strong>the</strong> Southwest as th,:<br />

primary location <strong>for</strong> <strong>the</strong>ir bus<strong>in</strong>ess plann<strong>in</strong>g.<br />
