D. Guardian: A guardian is a person so appointed by a<br />
court order recognized under the law <strong>of</strong> the state <strong>of</strong><br />
<strong>Maryland</strong>.<br />
E. Spouse: A spouse is a partner in a legally contracted<br />
marriage.<br />
F. Child: A child is a natural child or a child legally<br />
adopted pursuant to a court order recognized under<br />
the law <strong>of</strong> <strong>Maryland</strong>.<br />
G. Self-Generated: Self-generated describes income that is<br />
derived solely from compensation for an individual’s<br />
own efforts as evidenced, for example, by federal or<br />
state W-2 forms or IRS Form 1099, where interest<br />
income is based upon finances created from one’s own<br />
efforts. For the purposes <strong>of</strong> this policy, grants, stipends,<br />
awards, benefits, loans, and gifts (including federal and<br />
state aid, grants, and loans) may not be used as selfgenerated<br />
income.<br />
H. Regular Employee: A regular employee is a person employed<br />
by the USM who is assigned to a state budget<br />
line or who is otherwise eligible to enroll in a state<br />
retirement system. Examples <strong>of</strong> categories not considered<br />
regular employees are graduate students, contingent<br />
employees, and independent contractors.<br />
I V. Implementation<br />
This policy as amended by the Board <strong>of</strong> Regents on<br />
November 27, 2000, shall be applied to all student residency<br />
classification decisions made on or after this date.<br />

Policy on Religious Observances<br />
(UMUC Policy 51.00)<br />
I. UMUC conforms to the Board <strong>of</strong> Regents Policy III-5.10<br />
Concerning the Scheduling <strong>of</strong> Academic Assignments on<br />
Dates <strong>of</strong> Religious Ob s e rvance, approved on Ja n u a ry 11, 1990.<br />
II.<br />
So that the academic programs and services <strong>of</strong> UMUC<br />
shall be available to all qualified students who have been<br />
admitted to its programs, regardless <strong>of</strong> their religious<br />
beliefs, students shall not be penalized because <strong>of</strong> observa n c e s<br />
<strong>of</strong> their religious holidays. Students who miss a course<br />
s e ssion because <strong>of</strong> an observance <strong>of</strong> their religious beliefs<br />
must be allowed<br />
A. To make up any examinations, other written tests, or<br />
class work;<br />
B. To have access to any handouts or other material distributed<br />
in class; and<br />
C. To have the opportunity to obtain or review any duplicated<br />
lecture notes or slides presented in class.<br />
III. UMUC prohibits scheduling examinations on the following<br />
religious holidays: Rosh Hashanah, Yom Kippur, and Good<br />
Friday.<br />
Shared Governance<br />
In accordance with Board <strong>of</strong> Regents I-6.00 Policy on Shared<br />
Governance in the <strong>University</strong> System <strong>of</strong> <strong>Maryland</strong>, UMUC<br />
developed a new worldwide shared governance structure. Each<br />
<strong>of</strong> the three primary stakeholder groups—students, faculty, and<br />
staff—<strong>of</strong> UMUC has an advisory council consisting <strong>of</strong> elected<br />
representatives. These councils advise senior UMUC leadership<br />
on broad issues related to the university’s strategic planning,<br />
communications, academic initiatives, and other issues. Further,<br />
there is a <strong>University</strong> Advisory Council, made <strong>of</strong> representatives<br />
from each <strong>of</strong> the three stakeholder councils, to advise and assist<br />
the president <strong>of</strong> UMUC.<br />
