The volumes published in the <strong>Europe</strong><strong>an</strong> Observatory on Health Systems <strong><strong>an</strong>d</strong><br />

Policies series are intended to provide precisely this kind of cross-national<br />

<strong>health</strong> <strong>policy</strong> <strong>an</strong>alysis. Drawing on <strong>an</strong> extensive network of experts <strong><strong>an</strong>d</strong> <strong>policy</strong>makers<br />

working in a variety of academic <strong><strong>an</strong>d</strong> administrative capacities, these<br />

studies seek to synthesize the available evidence on key <strong>health</strong> sector topics<br />

using a systematic methodology. Each volume explores the conceptual background,<br />

outcomes <strong><strong>an</strong>d</strong> lessons learned about the development of more equitable,<br />

more efficient <strong><strong>an</strong>d</strong> more effective <strong>health</strong> care systems in <strong>Europe</strong>. With this<br />

focus, the series seeks to contribute to the evolution of a more evidence-based<br />

approach to <strong>policy</strong> formulation in the <strong>health</strong> sector. While remaining sensitive<br />

to cultural, social <strong><strong>an</strong>d</strong> normative differences among countries, the studies<br />

explore a r<strong>an</strong>ge of <strong>policy</strong> alternatives available for future decision-making. By<br />

examining closely both the adv<strong>an</strong>tages <strong><strong>an</strong>d</strong> disadv<strong>an</strong>tages of different <strong>policy</strong><br />

approaches, these volumes fulfil central m<strong><strong>an</strong>d</strong>ates of the Observatory: to serve<br />

as a bridge between pure academic research <strong><strong>an</strong>d</strong> the needs of <strong>policy</strong>-makers, <strong><strong>an</strong>d</strong><br />

to stimulate the development of strategic responses suited to the real political<br />

world in which <strong>health</strong> sector reform must be implemented.<br />

The <strong>Europe</strong><strong>an</strong> Observatory on Health Systems <strong><strong>an</strong>d</strong> Policies is a partnership<br />

that brings together three international agencies, seven national governments,<br />

a region of Italy, three research institutions <strong><strong>an</strong>d</strong> <strong>an</strong> international nongovernmental<br />

org<strong>an</strong>ization. The partners are as follows: the World Health<br />

Org<strong>an</strong>ization Regional Office for <strong>Europe</strong>, which provides the Observatory<br />

secretariat; the governments of Belgium, Finl<strong><strong>an</strong>d</strong>, Greece, Norway, Slovenia,<br />

Spain <strong><strong>an</strong>d</strong> Sweden; the Veneto Region; the <strong>Europe</strong><strong>an</strong> Investment B<strong>an</strong>k; the<br />

Open Society Institute; the World B<strong>an</strong>k; CRP-S<strong>an</strong>té Luxembourg; the London<br />

School of Economics <strong><strong>an</strong>d</strong> Political Science <strong><strong>an</strong>d</strong> the London School of Hygiene &<br />

Tropical Medicine.<br />

In addition to the <strong>an</strong>alytical <strong><strong>an</strong>d</strong> cross-national comparative studies published<br />

in this Open University Press series, the Observatory produces Health<br />

Systems in Tr<strong>an</strong>sition (HiTs) profiles for a wide r<strong>an</strong>ge of countries, the<br />

journal EuroHealth <strong><strong>an</strong>d</strong> the <strong>policy</strong> bulletin EuroObserver. Further information<br />
